The Area Manager is located in the Office of Information Technology (OIT), End User Services, End User Operations Mid- Atlantic District. The Area Manager provides leadership and resource management (finance, human, and acquisition), leading the development and implementation strategy required to manage IT End User Operations.

Duties

Major Duties: Oversees the day-to-day operations, services, maintenance and security for all customers within their immediate geographic area. Provides management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design. Directs, reviews and participates in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with Congressional, VA, OI&T, and EUO directives. Develops long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objectives. Evaluates facility proposals in the arena of operating systems environments, telecommunications, system engineering, budgeting, and systems architecture. Aligns EUO OIT Capital Assessment Planning (CAP) with the Mission of the Department of Veterans Affairs. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Directs, coordinates or oversees work of supervisors and provides similar oversight of contractors. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves every day risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. Designated Drug Testing Position: Not applicable. This is a non-bargaining unit eligible position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). Planning & Evaluating - Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Leadership - Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements. Communications - Ability to establish and maintain effective communications and working relationships with persons of diverse backgrounds and educational levels both within and outside the organization which contribute to the successful attainment of goals and customer requirements. AND Specialized Experience: Experience at the next lower grade level at the of GS-13 at least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as directing and/or providing technical guidance to improve IT programs and/or computing environment; providing direction, leadership and mentoring to staff; identifying and/or resolving root causes of problems that degrade delivery of essential Information Technology services; using technical expertise to analyze options for applications, communications and network changes Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
