You will serve as a PORT ENGINEER in the Phased Maintenance Planning (PMP) Component of NAVSURFPAC READSUPGRU. Salary Clarification: Hawaii: $107,809 - $140,155 Everett: $115,793 - $150,535 San Diego: $117,776 - $153,113

Duties

You will serve as the assigned ship owner's port engineer and authoritative consultant providing oversight, direction, and advisory in the full range of major maintenance/modernization planning and execution. You will provide assessment regarding the planning, implementation, operation, evaluation of new ship maintenance/management concepts. You will ensure that ship's discrepancies and required maintenance entries in the Current Ship Maintenance Project are current and accurately reflect ship's material condition and current maintenance status. You will evaluate the operating condition of shipboard equipment by collecting, analyzing and validating objective evidence of system or equipment condition for maintenance determination. You will perform with mastery of advanced theories, concepts and principles of marine/mechanical engineering to provide authoritative interpretation of guidelines and policies used in repair, maintenance, alteration and modernization. You will identify mandatory inspections and assessments in support of Class Maintenance Plan (CMP) requirements and integrate corrective maintenance/repair requirements into ship's Continuous Maintenance program. You will identify and resolve problems associated with the introduction and adaptation of new concepts and innovative approaches to the management of ship maintenance. You will represent the command at as the waterfront/regional authority at meetings and planning conferences and to advise on and coordinate requirements with all levels of authority. You will coordinate scheduling of technical support activities required to conduct assessments of material condition of equipment and systems.

  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position requires the ability to climb ladders and scaffolding.
  • This position requires the ability to work in small and/or confined spaces.
  • This position is subject to an initial physical examination. A passing physical examination result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Inability to successfully pass or refusal to conduct a physical examination may result in 1) tentative or final job offer being withdrawn; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following as a professional engineer providing oversight and direction for ship repair and modernization projects by planning maintenance requirements and implementing technical priorities to ensure efficient waterfront operations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
