This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Section maintenance working leader responsibile for leading work of site maintenance staff and performing equipment operator duties, heavy mobile equipment mechanic duties or maintenance mechanic duties (whichever is applicable) working alongside maintenance workers led.
Duties
Serves as working leader of two to five full time and up to six temporary/seasonal employees engaged in performance of trades and labor work.
Passes on to other workers instructions received from supervisor, demonstrates proper work methods, and starts work.
Checks work in progress and when finished for compliance with supervisor’s instructions on work sequence, procedures, methods, and deadlines, and urges or advises other employees to follow supervisor’s instruction and to meet deadlines.
Works along with other employees and sets pace performing non-supervisory work of the same knowledge and level as that done by the group led.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a valid state Driver’s License.
- This position meets the criteria for pre-employment and random drug and alcohol testing position under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Obtain and maintain a Commercial Driver's License (CDL) within twenty-four (24) months of employment.
- Obtain and maintain an USACE boat operator's license (under 26') and authorization to operate a tow boat with barge on a reservoir within twenty-four (24) months of employment and possess and maintain the license thereafter.
- Must be able to obtain and maintain an USACE Mobile Crane Operators Certification within twenty-four (24) months of employment and possess and maintain the license thereafter.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to Lead as a(n) ENGINEERING EQUIPMENT OPERATOR LEADER without more than normal supervision. I have the ability to lead. I have experience relaying instructions to co-workers. I have experience in setting the pace for work accomplishments. I am able to keep work progressing to meet a given deadline or schedule without more than normal supervision. I have experience inspecting work of others, as well as, performing preventative maintenance on different types of vehicles such as: power shovels, front end loaders, cranes, bulldozers, road graders, rollers, heavy duty compressors, large generators, tractors, large trucks, hydraulic lifts, vehicles and accessory equipment and attachments. - Failure to meet this Screen Out Element will result in an ineligible rating.
Ability To Lead or Supervise
PHYSICAL EFFORT: Majority of work requires light to moderate physical effort in the handling of equipment and tools, while working from scaffolds, standing, stooping, bending, working overhead, etc. On occasion, may be required to lift and carry items or materials weighing in excess of 50 pounds.
WORKING CONDITIONS: Depending upon types of duties performed, works either outside under a variety of weather conditions typical of the geographic area or inside normally in heated or semi-heated areas. May be subject to electrical shock, working in cramped quarters, normal cuts and bruises associated with handling a variety of hand tools, and/or more serious injury associated with power tools, mobile equipment, etc.
