Duties
This position is located in the Land and Property Group, Resources Management Division, Upper Colorado Basin Regional Office. The incumbent serves as a consultant and expert to the Regional Realty Officer and staff rendering technical advice and assistance for the acquisition, disposal, and management of land resources for the Upper Colorado (UC) Region. This temporary position has been created to mentor/train Realty Specialists and provide technical expertise in under NDAA authority.
Mentor and train staff who oversee and perform program responsibilities associated with land management.
Consult with the Regional Realty Officer and Regional Solicitor's Office and provides guidance to field offices and other regional office employees on the process for the acquisition of land, and interest in land, for all project purposes through direct purchase, donation, withdrawal from public domain, interdepartmental transfers, condemnation, and exchange.
Prepare and review acquisition files, contracts, and other documents for conformance with Federal land management, environmental, and cultural laws, in addition to Reclamation law, regulations, and policy.
Provide guidance to field offices, other Federal agencies, state and local governments, and water districts on realty matters such as the acquisition and disposal of real property.
Participate in developing new or revised regional guidelines and policies, Reclamation Directives and Standards, and training plans and strategies concerning all aspects of the Reclamation Lands and Realty programs.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in the1) Ability to establish and maintain strong stakeholder, customer, and employee relations; and 2) Strong oral and written communication skills needed for negotiating in difficult situations where legal and regulatory processes must be followed; and 3) Experience performing three of the following:-Implementing Real Property Law and applying the law to land management activities;-Implementing Federal and State Laws with respect to land management activities;-Knowledge of regulations and procedures which govern land transactions;-Experience dealing with encroachment and/or trespass issues;-Experience researching lands documents (Titles, Deeds, Plat Books); -Conducting or assisting Land Surveys.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

This position does not allow substituting education for experience.
