This position is part of the Defense Media Activity. The incumbent provides expert guidance and leadership in information technology planning, design and implementation, and life cycle management of technology.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated December 22, 2023. As a SUPERVISORY IT SPECIALIST (ENTARCH) at the GS-2210-14 some of your typical work assignments may include: Provides expert guidance and leadership in information technology planning, design and implementation, and life cycle management of technology. Collaborates with stakeholders, including product managers, designers, and other engineering team members to architect, design, and implement digital solutions for DMA. Partners with the enterprise Engineering and Mission Networks teams within the MS Component to ensure that recommendations for technical direction align with the organization's enterprise architecture and takes future requirements into account. Translates business requirements into technical architectures, data models, and designs. Ensures alignment between the business operational strategies and technical solutions. Provides recommendations and technical road maps for proposed solutions. Develops proof of concepts and proposes solutions based on the latest digital technologies. Provides hands-on technical leadership to the enterprise Architecture and Requirements team(s), including acquisition reviews and mentorship. Co-leads and participates in technology evaluations and selections to ensure the use of best practices and the most suitable technologies. Identifies, analyzes, and resolves program support deficiencies, and recommends improvements. Estimates budgets for different development projects. Documents and shares best practice knowledge for new solutions. Advocates for process improvements and helping develop solutions.

  • Must be able to access core IT systems data in SIPR, as well as have access to all DMA infrastructure for analysis.
  • Must be able to obtain and maintain a top-secret security clearance. Failure to obtain or retain a top-secret security clearance may result in termination of employment.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Experience and expert knowledge in the modeling approaches that may include, Business Process Modeling, data architecture approaches (e.g., The Open Group Architecture Framework (TOGAF), Department of Defense Architecture Framework (DODAF), ITIL, industry standards and best practices). Experience in leading a team of IT professionals skilled in Security Engineering, Cloud Infrastructure and Services, Enterprise SW, (O365-J), Enterprise Architecture, and IT Systems and Business Analysis, and IT Requirements development and execution. Experience and expert knowledge in cloud technologies; development, security and operations (DevSecOps); and continuous integration, continuous delivery (CICD). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: This position has an individual occupational requirement (IOR) which must be met in order to qualify for this position. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
