Duties
The Budget and Finance Officer will serve as the principal advisor to the South Florida (SOFL) parks and preserve management officials on budget matters. Also provide effective financial management services and fiscal accountability in matters of procurement, contracting, travel, payroll, government credit cards and budget execution.
Plan, direct, and coordinate the activities of the Budget/Finance Office, including supervising staff, setting priorities, developing workplans, and evaluating performance.
Develops and maintains NPS accounting procedures with the NPS Accounting Operations Center to ensure timely and accurate recording of obligations, processing of payments, maintenance of accounting information, and production of reports, utilizing Federal Management System (FBMS), Administrative Finance System (AFS), and Project Management Information (PMIS) system.
Prepares guidelines for budget submissions, assists with project funding request development and prioritization, monitors, tracks, and reports on fund use, proposes solutions to emergency unfunded budgetary needs, performs program analysis and reallocation to meet the park's financial obligations.
Directs all financial management and accounting functions of the park, serving as the principal advisor to park officials on all fiscal and accounting activities, including applicable laws, regulations, policies, standards, procedures, and systems.
Establishes effective cash and debt management procedures and practices and directs internal control reviews to identify incidents involving financial irregularities to prevent reoccurrence.
Qualifications

Credit will be given for all appropriate qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as oversight and analysis of budget plans; financial management; interpreting financial policies, rules, and regulations to ensure the allocation and execution of funds is compliant with the appropriations law and organization goals and priorities. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
