The Deputy Chief Biomedical Engineer is responsible for providing professional engineering support to a complex, technically sophisticated, and service-oriented facility Biomedical Engineering program.

Duties

The Deputy Chief Biomedical Engineer will support the Chief Biomedical Engineer with oversight and coordination of the facility Biomedical Engineering program. The position requires broad scientific, technical, and clinical knowledge across the full range of medical technologies, along with highly specialized skills in medical technologies and may serve as the back-up to the Chief Biomedical Engineer in his/her absence. This may include committee chair responsibilities and membership on facility committees. He/she provides oversight, guidance, and assistance to the facility in the strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, and risk assessment/security configuration for medical equipment/healthcare technology. The incumbent supports the facility mission and Biomedical Engineering program goals while operating in accordance with facility policies, VISN policies, biomedical policies, and standards of professional service. He/She supports and advances patient care through work utilizing independent judgment, versatility, and innovative thinking; and by applying engineering and managerial skills to healthcare technology. The Deputy Chief Biomedical Engineer tracks data to identify and correct systemic issues. The incumbent ensures appropriate documentation monitoring mechanisms are maintained for record review and problem identification and resolution. He/She coordinates with Human Resources, Fiscal, Education, Facilities Management, Environmental Management, Logistics, Contracting, and other administrative services as necessary in relation to HTM needs. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Applicants must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item (1) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: CREDITABLE PROFESSIONAL ENGINEERING EXPERIENCE: To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE Certification, and requires the possession and use of knowledge, skills and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions, or a research setting for Biomedical Engineer (Research) positions, and be directly applicable to the assignment Specialized Experience: Applicants must have at least one year of specialized experience at the next lower grade level (GS-12); and must fully meet the Knowledge Skills Abilities (KSAs) at that level. The KSAs at the GS-12 level are: 1. Ability to conduct a medical equipment management [or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.] 2. Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices. 3. Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and [TJC] requirements. 4. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. 5. Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management. 6. Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety. 7. Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA. 8.Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. 9. Ability to apply project management principles to deployment of medical equipment and health information technologies. GS-13. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs: 1. Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. 2. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. 3. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. 4. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. 5. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Reference: VA Handbook 5005/104 Part II Appendix G38 The full performance level of this vacancy is GS-13. Physical Requirements: Requires some heavy lifting and carrying of 45 pounds and over; walking, standing, kneeling, repeated bending, and some climbing. Also requires suitable near and far vision, depth perception, and ability to distinguish colors. Requires ability to hear (hearing aids permitted.)
