The primary purpose of this position is to independently perform a full range of aircraft freight loading duties. cargo processing, and to operate motor vehicles. material handling equipment, forklift, and loader of all sizes up to and including vehicle with a gross weight of more than 25k and 40k loaders. The position requires the use of forklift truck and a wide variety of motor vehicles. May be required to move material and/or personnel on a non-recurring
basis.
Duties
Responsible for the uploading and downloading of aircraft cargo during contingencies, deployments, and/or exercises. Responsible for organizing and coordinating an effective receiving operation.
Performs tasks involved in issuing/shipping items. Operates forklifts and automated material handling equipment.
Working from the cargo loaf sequence worksheet, assists with cargo assembly, buildup, and overall on-loading and off-loading work operations.
Drives one or more types trucks to transport supplies, materials., and occasionally passengers. Maintains records and documents actions.
Performs material handling duties, including the use of tools and other equipment, in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations.

Qualifications
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing And Stock Handling Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a WG-6968 AIRCRAFT FREIGHT LOADER (FLO/MVO) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of aircraft freight loading regulations. procedures, and methods. This includes knowledge of various aircraft weight and cargo capacities and requirements. loading. procedures and restriction. manifesting procedure and paperwork. tie down requirements. balancing methods. compatibility of cargo. etc . Knowledge of accepted warehousing methods. procedures. and material handling techniques: and of warehousing functions. such as material receiving.. storage. issuing. and preservation.
2. Knowledge of warehouse configurations. storage requirements for particular ,commodities. and storage documentation requirements: and of inventory procedures. Knowledge of regulations. procedures. and policies: related to records maintenance and documentation: and of
safety regulations. practices. and procedures.
3. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers. and scanners.
4. Ability to prepare inventory and production reports; and to shipping :and receiving documents for discrepancies. Ability to interpret and apply instructions pertaining to material handling: to maintain tools. equipment, and work area in a neat. clean. and orderly manner: to safely operate fork lift trucks to handling controls for starting, stopping, backing, lifting, lowering, tilting, and driving fork lift trucks through narrow aisles. up and down ramps, and in and out of trucks: and to safely drive and operate a motor vehicle to manipulate controls for starting. stopping. backing. and driving vehicles in all type of traffic and road conditions and in judging overhead. side clearance. turning radius. and braking distance.
5.Knowledge of cargo handling and loading/unloading techniques for safeguarding and protecting cargo. .Knowledge of technical and regulations governing transportation of air freight and passengers. Ability to operate and properly maintain aircraft loading equipment to include various aircraft !coders and forklifts.
6. Knowledge of and skill in operating one or more gasoline. diesel, or electric powered wheeled vehicles with a GVW of more than 10.000 and up to 32.000 and passenger buses, regardless of GVW. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle operation: and passenger safety rules including those regarding the use of seatbelts. Ability to interpret specifications, etc.

Physical Effort
\Work on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable position. May lift and carry weights up to 45pouods. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to moderate physical effort in reaching, bending, turning. or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising,
lowering, and lilting fork lift trucks. Subject to possible strain caused by vibration of fork lift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire.
Working Condition
Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents. and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardous materials area. May
be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves, masks, and rubber aprons. Drives motor vehicles in all types of traffic and weather conditions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
