About the Position: This position serves as a Counter-Improvised Explosive Device (C-IED) Program Specialist within the Explosive Ordnance Disposal (EOD) Section, Protection Directorate, US Army North (USARNORTH) Fifth Army. Provides EOD/C-IEDs subject matter expertise to the command and staff of USARNORTH within the mission sets of Homeland Defense, Defense Support to Civil Authorities (DSCA), Security Cooperation, and National Special Security Events.

Duties

Conducts operational requirements analysis of global explosive threats and EOD/C-IED tactics, techniques, procedures (TTPs). Executes Crisis Action Team (CAT) member functions to support ARNORTH G33 Section current operations efforts. Prepares and delivers presentations, key data, and timely analyses to senior officers and government officials. Provides EOD/C-IED input to operational and contingency plans, Combatant Command/Service Component Command level campaign plans, and prepares operations order paragraphs and attachments that describe EOD/C-IED operations. Executes policies, plans, and procedures for employing DOD resources for National Special Security Events (NSSE) or any installation or National Capital Region (NCR) mass casualty event involving explosives. Performs long-range planning for EOD/C-IED related security cooperation training and translates them into detailed mid-and short-range plans. Advises key officials, members of boards and committees, and military working groups on all aspects of planning, review, and refinement of requirements related to EOD/C-IED Partner Nation training programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent of this position must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
  • This position is covered by the Alcohol and Drug Abuse prevention and control program.
  • Incumbent of this position may be required to work irregular hours on short notice for contingency operations.
  • Incumbent of this position must participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
  • Incumbent of this position must be able to travel for duty (TDY) up to 20% of the time.
  • Physical examination is required. Incumbent will have to pass a pre-employment physical to meet Physical Effort requirements.
  • Incumbent of this position must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask, and other safety equipment as required.
  • This is a TERM position NTE 3 Years. A trial period maybe required.

Qualifications

This position may be filled as a term appointment NTE 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Position may be made permanent without further competition. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Specialized Experience: One year of specialized experience which includes research and conduct in-depth analysis of Counter-Improvised Explosive Device (C-IED), Explosive Ordnance Disposal (EOD), and Counter Weapons of Mass Destruction (CWMD) program support from different sources or plans in order to gather information, identify problems, and advise improvements and solutions; Assist with developing EOD/C-IED training and exercise support concepts or plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
