About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Huachuca, AZ Network Enterprise Technology Command (NETCOM) Headquarters.
Duties
Serves as a Staff Action Officer for the Network Enterprise Technology Command (NETCOM) HQ Command Group performing a variety of duties relating to management of administrative and personnel services programs and protocol effort support.
Provides administrative management within the NETCOM staff taskings requiring analysis of the request to determine the nature of the action and the follow-on assignment to the office of primary responsibility.
Conducts final review for conformance to policy and administrative procedures prior to signature by the Commanding General (CG), Deputy to the Commanding General (DtCG), or the Chief of Staff (CoS).
Supports the development and implementation of plans, policies, and procedures for managing staff actions, projects, and related activities.
Supports the coordination, integration and synchronization of all travel/trip plans, schedules, agendas and protocol requirements with destination offices prior to departures for the Commanding General.
In coordination with (ICW) the Protocol Officer, assists in the coordination and planning for all special activities, events, ceremonies, official visits, and similar corporate events for the Command Group.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Must be able to obtain and maintain a driver's license.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually
- This position is subject to overtime on short notice due to 24 x 7 support to the NETCOM CG. This may require overtime on nights, weekends, holidays, etc.
- Temporary Duty (TDY) travel may be required up to 25% of the time.
- This position is designated Mission Essential. In the event of severe weather conditions or other emergency situations (natural or man-made disaster) the incumbent is required to report to work or remain at work to support mission operations.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
For GG-11 Specialized Experience: One year of specialized experience which includes (1) assisting with creating, coordinating, and delivering a variety of briefings, reports, and correspondence to support the decision-making process for senior leadership; (2) assisting with protocol procedures, policies, and management tools to support senior-level officials; (3) using interpersonal, verbal, and written communication skills to make positive contributions to internal and external working relationships, including interactions with senior government officials, foreign dignitaries, and private sector executives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Communications, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For GG-12 Specialized Experience: One year of specialized experience which includes (1) creating, coordinating, and delivering high-quality briefings, reports, and correspondence to support the decision-making process for senior leadership; (2) employing protocol procedures, policies, and protocol management tools to support senior-level officials (for a General Officer or SES led command); (3) applying interpersonal, verbal, and written communication skills to maintain effective working relationships with internal and external stakeholders, including senior government officials, foreign dignitaries, and private sector executives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG-12.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
