This position will operate within the Veteran Transportation Service (VTS) Program within the VA San Diego Healthcare System to provide transportation to veterans and their spouses who live in rural areas within the VA San Diego Healthcare System and surrounding satellite clinics catchment areas.
Duties
Major duties and responsibilities include:
Operates and performs operator maintenance on one or more motor vehicles, including van, trucks, stake trucks, passenger shuttle vans, and cargo vans.
Operates platform, van or stake trucks and cargo vans to pick up and deliver materials and equipment or tow equipment to various locations and work sites.
Maneuvers vehicles over uneven terrain, over improved or unimproved roads, and through congested areas exercising caution when backing to load or unload at docks, ramps, and similar locations.
Determines the manner and sequence of loading cargo to achieve load balance and adequate protection for fragile items.
Secures cargo with tie-down ropes or a tarpaulin to prevent shifting and to protect the load, and marks dangerous or protruding cargo with flags, placards, or reflection lights.
Checks material loaded or delivered against various documents to prevent errors and to certify the condition of the items and obtain signatures from receiving personnel.
Provides non-emergent, safe transportation of eligible veterans and cargo.
Operates and provides preventative maintenance for patient transport vehicles.
Interacts in a courteous and respectful manner with a wide variety of people each day.
Provides the Veteran Transportation Service (VTS) program office a list of veterans who arrive at the VA San Diego Healthcare System via the VTS transportation bus.
Performs other duties as assigned.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
Qualifications
Driver's License Requirement: Must possess a valid Commercial Driver's License (CDL) with passenger endorsement to operate a motor vehicle. (Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview.)
PHYSICAL EFFORT AND WORK CONDITIONS: Light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Moderate physical effort in the frequent handling of objects weighing up to 50 pounds. Considerable physical efforts may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Patient transport vehicle driver must be able to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping, bending, and lifting of patients. Driver must also be able to load and assist wheelchair patients, often with no assistance. Employee works mostly outside, is exposed to dirt and fumes, and to the possibility of cuts and bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Operates vehicle in all types of traffic and weather on public roads (or the equivalent), and is exposed to the danger of serious accidents. Employee will drive in heavy traffic and at highway speeds over complicated road and interchange systems.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.
