About the Position: This position is located with the 200th Military Police Command, 200th Mission Support Element, Fort Meade, MD.
Duties
Utilize the Integrated Personnel and Pay System-Army (IPPS-A) to manage various personnel actions.
Provide briefings and/or training on current and proposed policies for assigned military personnel action programs.
Provide advisory assistance to Headquarters on civilian/military personnel matters.
Resolve complaints/grievances from staff within the organization.
Provide counseling and resolve issues for subordinate employees.
Develop and implement civilian and military personnel policies and plan.
Supervise subordinates within the department.
Analyze changes to TOE, TDA, Army doctrine, material, training, and evaluation.

GS-11:
Specialized Experience: One year of specialized experience which includes:1) applying polices and procedures relative to the military HR programs to manage various personal actions including processing personnel discharge, personnel transfer, conditional release, antedated reenlistment, retirement actions, promotions and demotions, award processing; 2) providing guidance on military personnel matters and special programs such as Sexual Harassment/Assault Response and Prevention (SHARP). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes; 1) applying polices and procedures relative to the military HR programs to manage various personal actions including processing personnel discharge, personnel transfer, conditional release, antedated reenlistment, retirement actions, promotions and demotions, award processing; 2) providing guidance on military personnel matters and special programs such as Sexual Harassment/Assault Response and Prevention (SHARP); 3) and recommending solutions to identified military personnel problems.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
NOTE: Applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
NOTE: This position is developmental and may be filled at the GS-11 or GS-12 level. If selected at the GS-11 level the incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
