The primary purpose of this position is to serve providing technical expertise and direction to a team of computer scientists, physicists and engineers and provide professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific principles.

Duties

As a Senior Computer Scientist, incumbent provides computer technical expertise, technical direction, and munitions effectiveness support for conceptual, developmental and inventory munitions. The incumbent plans, directs, and controls contracted efforts in assigned area, assuring the resolution of technical problems consistent with program objectives and related efforts, schedule, and performance considerations. Serves as an expert on computer-based solutions. Provides technical guidance, advisory support, and assistance on an entire project and/or major phase for broad and varied operations. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Research, analyze, interpret, and evaluate vulnerabilities within computer system and/or software. Design computing applications utilizing its characteristics, limitations, and potential applications to transform information. Applying knowledge of computer software concepts such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies, and network protocols. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must have a mastery level knowledge of DoD and Air Force policies, procedures, guidelines, directives, and techniques related to computer system platforms and support, computer systems and programming, network capabilities, and sustainment; and computer infrastructure designs; and advanced computer languages, software engineering, networks, and operational test and evaluation. 2. Knowledge of the missions, roles, functions, organizational structure, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 3. Professional knowledge and skill in the technical functions of computer science, computer/software architecture, mathematics, statistical analysis, modeling and simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures in support of systems acquisition activities, including integrated product development and associated functions (e.g., development, planning, and systems integration). 4. Skillful interacting with multiple computer software applications designed to manage tasks and information systems. 5. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
