This position serves as a Motor Vehicle dispatcher located in the Motor Pool office which is part of grounds and transportation, Environmental management Services at the Edward J. Hines VAMC, Hines, IL. The primary purpose of this position is to provide a wide range of dispatch, logistical and administrative support functions for the Patient transportation Program.

Duties

Major Duties: Assigns motor vehicles and operators for conveyance of passengers. Complies list of available vehicles. Assigns vehicles according to factors , such as length and purpose of trips, or passenger requirements. The Motor Vehicle dispatcher is directly responsible for the scheduling and planning of vehicle operations for the Patient Transportation program. Schedules and dispatch vehicles. Schedule s return pick up of General Administration (GSA) vehicles at the Fleet Management Center as required. Maintains/Update s the Comprehensive Automotive Reporting (CAR) data base. Prepares Federal Automotive Statement Tool (FAST) reports. Tracks and files vehicle trip tickets on a daily basis. Other related dispatch, administration or clerical duties assigned. Work Schedule: Monday - Friday 0630- 1500 or 0800 - 1600 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2024. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one full year of specialized experience related to the position. Examples of specialized experience would typically include, but are not limited to: familiar with all phases of motor pool operations, transportation programs and GSA practices, principals and techniques and be able to apply them effectively in the transportation environment; familiarity and knowledge of VA Motor Vehicular Operator regulations, state and motor vehicle laws, and GSA vehicle regulations; knowledge of operations of GSA, service organizations, or VA procurement for obtaining and returning various vehicles is essential to ensuring appropriate vehicles are maintained at each division; able to perform a variety of duties in connection with the day-to-day management of assigned vehicles. For example, making arrangements for vehicle use, verifying incoming invoices for payment, and calls vendors to discuss discrepancies; prepares accident reports based on information received from the customer; forwards and hands off information to next person or agency; maintains records on Government-owned vehicles to ensure that information pertaining to vehicle identification tags, field assignment or termination is correct; ability to schedule, manage, coordinate and control over 80 leased and VA-owned vehicles; knowledge of computers and ability to utilize various software programs, setup databases and spreadsheets' provides subject-matter assistance in the development of automated transportation procedures for these clerical operations; ability to communicate verbally and in writing with professional staff, state and federal employees, top management, outside contractors, and vendors; and knowledge and ability to work with a number of tasks, ongoing trips and requests at the same time, creating a variety, volume, and kind of work that fluctuates with the ever-changing health care system programs. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of education 4 years above the high school level in any field.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education as described. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Interpret Instructions, Specifications (mobile equipment operations)Manages and Organizes InformationOperate Safely (Non-Motor Vehicle)Reliability And DependabilityTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but will also require the incumber to exert a higher level of physical effort to climb into trucks and vans to inspect and check mileages and condition. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. Work requires extended periods of utmost concentration and attention to details. Work require snow shoveling as required. No special physical qualifications are required. Education

This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
