This position serves as the Administrative Officer (AO) assigned to the Primary Care Service Mayaguez Outpatient Clinic at the VA Caribbean Healthcare System (VACHS).

Duties

Duties include, but are not limited to: Provide both administrative and technical supervision needed for accomplishing the mission of the Primary Care Service. Advise on the formulation and is responsible for the execution of budgetary plans for the clinic. Serve as the Contracting Officer Technical Representative (COTR) for community contracts. Plan and complete a variety of special and major projects independently. Implement new initiatives or mandated items to strengthen current programs/develop new programs. Physical improvements of clinical space, conducts analysis and investigates issues. Coordinate the development of procurement plans related to PCS clinics. Develop short and long-term plans to guarantee continuity of services in the out patient clinics. Design studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. Administer the internal review, quality, and productivity initiatives for the Mayaguez Outpatient Clinic, Arecibo Community Based Outpatient Clinic, Comerio and Utuado Rural Clinics. Provide direct supervision to the Mayaguez CBOC Program Support Assistant, Secretary and the Medical Administration Specialist. Work Schedule: 7:30am-4:00pm Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework, only on Ad-hoc basis. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Planning, coordination, and execution of business functions, resource allocation, and production. 2) Knowledge and application of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract. 3) Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies. 4) Organizes work, sets priorities, and determines resource requirements. 5) Plans, distributes, coordinates, and monitors work assignments of others. Physical Requirements: Work is generally sedentary in nature. No significant physical agility or exertion is required. Frequent traveling will be required to and from the VACHS Medical Center, Arecibo, Comerio and Utuado Clinics, the VISN 8 and National activities whenever indicated.
