About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
This position is with the 7th Signal Command, 106th Signal Brigade located at Fort Riley, KS.
Duties
Serves as NEC action officer with MSE, Division G6 and BCT S6 leadership in matters of battle command and tactical C4 system integration.
Coordinates and synchronizes tactical unit C4ISR requirements with the NEC and mission support element. Recommends methods of enhancing efficiency of information systems through modifications and applications of evolving technology.
Analyzes essential and desirable operating capabilities, translating these into requirements, capabilities, or solutions.
Analyzes planning and programming documents and determines the scope of communications requirements imposed thereby.
Plans for development, acquisition, operation, and maintenance of Information Mission Area (IMA) capabilities in support of the Brigade Combat Team, Division, and/or installation missions.
Develops information systems technical specifications and/or participates in projects, both locally formulated and directed by higher headquarters, for the creation of the technically correct solution to meet tactical unit requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must be able to obtain a Secret security clearance.
- This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station.
- Must possess a valid motor vehicle driver’s license.
- All new hires must obtain IA certifications (baseline and computing environment (CE)) incumbent to their position within six months IAW DoD Directive 8570.1-M, AR 25-2 and the Information Assurance (IA) Training and Certification
- Best Business Practice (BBP.) Employee will update certifications, as appropriate, to maintain 'current' status.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Specialized experience would be demonstrated by: Developing and interpreting IT principles, concepts, methods, standards, and practices; Reviewing Tactical systems and unit C4ISR requirements and architecture, and NEC capabilities; Applying new developments to previously unsolvable problems and makes decisions or recommendations that significantly influence important organization IT policies or programs.
You will be evaluated on the basis of your level of competency in the following areas:

(4) Problem Solving
Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
