The primary purpose of this position is to directly responsible to the 622d Civil Engineer Group Commander (equivalent to Wing Commander) to manage the Commander's Inspection Program (CCIP) for the Group.

Duties

Manages the Unit Effectiveness Inspection Program. Plans, schedules, and executes inspections and exercises. Leads/trains/manages Wing Inspection Team (WIT). Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies and support system concepts.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain the secret security clearance.
  • The incumbent must meet and maintain training requirements as outlined in applicable Department of Defense (DoD) and Air Force (AF) regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical unit plans and programs such as mission and flight operations, tactical training, deployment, mobilization, budgeting, exercise planning, legal, contingency, or similar operations. Knowledge of a wide range of complex inspection principles, concepts, and practices in order to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for the group and of the mission, capabilities, organizations and operations of the Inspector General. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of inspection and exercise planning, inspection criteria, deployment and employment processes and a mastery of, and skill in applying laws and regulation to inspection and compliance work. 2. Knowledge of the mission, organization, programs, and functions of the unit and a thorough understanding of their relationship to Air Force systems. 3. Knowledge of interrelationship of data gathered from units with different missions in developing measurements to improve organizational effectiveness. 4. Expert knowledge of analytical and evaluative methods and techniques to analyze, review, and assess unit effectiveness. 5. Skill and ability in oral and written communications to prepare and deliver briefings, lead discussions, motivate personnel, conduct workshops and seminars and prepare project and staff reports. 6. Skill in identifying and analyzing compliance issues and developing expert technical advice and making expert recommendations to resolve substantive issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
