You will serve as a Program Analyst for the Small Business Administration (SBA), Office of Capital Access (OCA), Disaster Lending Communication and Coordination Division. This position conducts research projects related to the SBA's Disaster Assistance Program. Works in cooperation with other Federal, State, and/or non-profit disaster agencies. Assists in the establishment of national policies, goals, and operating procedures and performs analytical and evaluative work related to disaster.
Duties
As a Program Analyst at the GS-0343-13, some of your typical work assignments may include:
Performs analytical assignments that are diversified in scope such as conducting major research
projects related to the SBA's Disaster Assistance Program. Analyzes individual disasters for
trends, developments, and proposes alternative approaches to any problems identified.
Analyzes and evaluates interagency disaster responses. Works in cooperation with other Federal,
State, and/or non-profit disaster agencies to ensure smooth functioning between these agencies.
Congressional offices immediately after a disaster has been declared in their district, and
periodically afterwards. Establishes contact with appropriate congressional staff members and
maintains dialogue as needed.
Participates as a member of a review team to conduct performance audits. These are not limited
to the review of disaster loans, but rather encompass the entire loan-making operation of the
office being inspected such as system operations, docketing, loan closing processes and policies.
Coordinates the dissemination of many types of information orally or in writing, including such
subjects as performance reports. Exercises sound judgment and provides recommendations for
continuous process improvement strategies.
IMPORTANT NOTES:
This is a Permanent appointment in the competitive service with a full-time work schedule.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.

Qualifications
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Must have held grade GS-12 for 52 weeks Experience:

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Monitoring and reviewing policies, goals and operating procedures for disaster assistance/emergency management program initiatives;
Supporting efforts to strengthen internal and external partnerships and coordination across a variety of agencies/organizations engaged in disaster assistance/emergency management programs AND;
Supporting examinations, audits, or internal reviews to evaluate a financial institution's loan making activities (residential and small business) and assessing compliance with applicable banking laws and regulations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).
