The Cyber Threat Intelligence Integration Center (CTIIC) is the DNI's Intelligence Community (IC) lead for cyber intelligence issues. CTIIC is responsible for integrating IC collection and analysis on cyber intelligence issues, and for coordinating and supporting the IC in providing accurate, timely, comprehensive support to national policy and decision makers.
Duties
The Analytic Integration Directorate (AI) at ODNI's Cyber Threat Intelligence Integration Center (CTIIC) is seeking an analytic manager with exceptional tradecraft, critical thinking, and interpersonal skills to join our team in leading and integrating IC analysis of foreign cyber threats from both government and non-state actors. CTIIC provides an experienced and integrated voice for the IC on national security cyber priorities and represents the IC in situations that warrant a National Security Council-directed unified coordination group. CTIIC also supports the National Security Council and other cyber decisionmakers, offering opportunities to gain insight into the development of cyber policy, and works across the IC and other USG agencies, providing exposure to a broad range of USG activities and perspectives. Cyber is increasingly infused in all national security topics, which makes working at CTIIC an excellent opportunity for intelligence officers with a background in regional or functional national security issues to gain expertise with the cyber threat mission and customer set by helping to integrate and improve information sharing in the US cyber community. Through production and briefings, AI builds a common understanding of foreign cyber threats to US national interests that informs decision-making by federal cyber centers, departments and agencies, and policymakers. AI integrates information from the network defense, intelligence, and law enforcement communities; facilitates information sharing among departments and agencies; and produces current intelligence in a dynamic and collaborative environment that fosters growth and development.
AI's goal is to tell the most important stories to a wide range of customers, and in doing so, make the cyber story approachable in a way that allows our customers to understand the significance of the information and identify opportunities to take action in the interests of US national security. The selected applicant will:
Lead the compilation and preparation of, using editorial expertise, high-quality, relevant, and time-sensitive finished intelligence products for individuals at the highest levels of government including the President of the United States (POTUS), Vice President of the United States (VPOTUS), and other senior policymakers including the White House Chief of Staff, National Security Advisor, Secretaries of Defense and State, and the Chairman of the Joint Chiefs of Staff.
Evaluate, critique, edit, and revise articles using expert application of analytic principles and tradecraft; review articles to identify key information items and actionable messages based on knowledge of subject and tradecraft principles, and ensure that each article is concise and easily understood.
Apply corporate writing standards, critical thinking skills, and expertise in grammar, punctuation, and copy editing to identify and resolve editorial issues and inconsistencies in complex text and graphics.
Review product sources to ensure the material is accurately represented and classified.
Manage multiple projects concurrently and efficiently; adhere to production timelines; ensure the delivery of high-quality products on or before deadline.
Brief team, senior management, and customers on the status of production, anticipate and negotiates scheduling issues, facilitate senior review, incorporates reviewers' comments, and finalize products for publication.
Monitor and update production databases; revise corporate style guidance as necessary. Apply detailed knowledge of publishing tradecraft, principles, and practices to conceptualize, develop, and format complex layouts that facilitate the rapid comprehension of complex substantive issues; adhere to established technical production and quality control standards and guidelines.
Provide writing, information organization, reporting, and distribution guidance and additional mentoring as needed. Coordinate information internally and externally. May also perform some or all of the following functions: write reports, release reports, respond to foreign release and ORCON release requests, respond to customer requests for information and other queries, review customer draft documents for accuracy and adherence to original SIGINT, issue redressals of Second Party products, handle Information Needs-related issues, provide input to the Inspector General Quarterly Report, and possibly teach analytic reporting/editing courses or assist with course development. Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
At least five years' experience editing and reviewing finished intelligence products.
Demonstrated editorial and grammatical skills, editing and proofreading expertise, and an understanding of corporate writing standards, including classification regulations.
Demonstrated expert knowledge of analytic tradecraft and expert knowledge of grammar, punctuation, and writing standards to write logical, clear, and concise intelligence products that facilitate the rapid comprehension of complex substantive issues in a variety of intelligence publications that meet customer needs and demands.
Demonstrated ability to use analytic review, tradecraft, and thinking and writing skills to improve the quality of finished intelligence products, including analytic visuals. Superior ability to draft assessments for message clarity, logical argumentation, and effective story flow/presentation.
Extensive experience reviewing sources for prepublication fact checking, classifications, and dissemination restrictions to determine who is cleared to receive publications.
Extensive experience with production methodologies for publishing and disseminating products in hardcopy and electronic formats.
Extensive knowledge of analytical and presentational tradecraft and Intelligence Community (IC) policy and procedures.
Demonstrated ability to manage multiple publication projects and to work effectively and efficiently within a diverse, fast-paced team environment.
Extensive communication skills for eliciting and sharing information and for briefing team members, customers, and management regarding project requirements and status.
Demonstrated interpersonal skills to interact effectively with customers, senior management, technical staff, and project team members.
Extensive ability to apply IC analytic standards and analytic tradecraft standards as defined in the Intelligence Reform and Terrorism Prevention Act and in Intelligence Community Directives (ICD) 203 "Analytic Standards" and ICD 206 "Sourcing Requirements" to the production of all-source intelligence products.
Desired Requirements:
Technical knowledge of electronic publications and design, to include specific knowledge of current technologies in electronic and web publishing.
Knowledge of desktop publishing, Internet and IC intranet networks, page layout and design, and publication styles; ability to conduct minor troubleshooting on computer systems/networks.
Experience using Adobe Creative Suite or other electronic and web publishing software.
Experience downgrading publications to expand readership.
Education
Bachelor's degree.
