Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, District Field Operations, Lafayette District, Well Operations Inspection Unit, Lafayette, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Provides technical expertise and guidance to inspection personnel who perform complex safety and environmental inspections of oil, gas, and other mineral well operations on the Outer Continental Shelf (OCS). Plans, directs, organizes, and reviews the work of inspectors to ensure adherence to the inspection schedule, the accomplishment of overall program objectives and the conduct of offshore operations in a manner consistent with OCS regulations and directives to lessees. 2. Assigns responsibility for the conduct of inspections, including selection of inspection team leaders based on qualifications and facility/equipment complexity. 3. Coordinates field inspections, manpower and offshore transportation in an effort to optimize inspection resources to meet regulatory inspection requirements and objectives and ensure facilities with chronic deficiencies and/or complex state-of-the-art drilling, workover, completion and abandonment equipment and safety devices and systems are closely monitored. 4. Assignments are flexible, and rapidly adjusts, reschedules, and redirects inspection activities in response to changes in the workload, inspection requirements, weather conditions, and available manpower. 5. Enforces and promotes compliance with safety, environmental and site security requirements for conventional, established, or new types of drilling, workover/completion, or abandonment equipment/systems involving a diversity of operations, problems, or issues. 6. Resolves issues of a controversial or complex nature referred by the inspection staff in the field except those which require review by district, regional, or headquarters management. 7. Provides an in-depth knowledge of equipment, operations, regulations, and inspection/investigative techniques, including interviewing witnesses, collecting/editing pertinent data for systematic analysis, writing reports that substantiate findings and conducting meetings with operator representatives to discuss/initiate prevention measures and compliance strategies. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Salary Information: GS-13: (Step 1: $119,502- Step 10: $155,357) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Physical Requirements: Occasional walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities. Helicopter, marine vessel, and automobile travel is required. As defined by the BSEE medical standards program, you will be required to pass a pre-employment medical examination as a condition of employment. Work Environment: Scheduled and unscheduled offshore overnight stays, as well as weekend duty assignments may be required by this position. Weekend duty assignments are required by the position and are scheduled throughout the year. Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position. Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Conducting an investigation of an accident or significant incident, compiling all pertinent data including interviews of operator staff, and writing a report that substantiates findings that may serve as a basis for recommendations for a Civil Penalty. 2. Evaluating the Region's inspection program and providing recommendations to help improve the program's processes. 3. Participating in Operator Annual Performance Reviews (APR) and providing inspector perspectives on their operations to help improve overall operations and safety. Must meet all.
