Duties
Performs as an agency Subject Matter Expert or Project/Program Manager providing finance and reporting services, management advice, and assistance to supported customers.
The incumbent has program development and oversight responsibilities for key agency financial functions/programs.
Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes.
Incumbent manages major programs/projects on a broad scale as well as guide, counsel and direct functional and technical aspects of these programs/ projects at a detailed level when required.
Provides authoritative policy interpretations and key functional recommendations on overall system structure.
Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of the most complex and controversial finance problems.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Providing advisory and consulting services to senior leadership, operational managers and supported customers on financial statements and reports; developing and implementing policy on financial systems, reporting and internal controls; identifying discrepancies and their sources in consolidated financial statements and reports and prescribing corrective action or developing procedures to preclude recurrence.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
