About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Surgery, Agana Heights, Guam.
Incumbent serves as the Process Improvement Manager, performing duties related to the planning, coordination, facilitation and direction of administrative process and methods associated with managing the facility's Lean Six Sigma and Process Improvement Program, training, and initiatives.
Duties
Serves as the Process Improvement Manager by developing or improving administrative processes and methods to ensure the successful delivery of medical services.
Assists leadership with ongoing evaluation of the operating environment through data management and analysis.
Develops long-range project proposals for Continuous Process Improvement (CPI) strategies.
Directs the annual appraisal of the Performance Improvement Plan for the Medical Facility.
Facilitates training of Lean Six Sigma and process improvements for the Medical Facility.
Requirements

Specialized Experience: One year of specialized experience which includes analyzing internal processes to ensure compliance with regulations or policy, using Lean Six Sigma methodology to recommend changes to processes, collaborating with team members or stakeholders to implement plans for improvement, and utilizing automated software to collect data for reports.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resource Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09) to be eligible for the GS-11 Level.

Specialized Experience: One year of specialized experience which includes collaborating with team members or stakeholders to identify inefficiencies, potential failure modes, and areas for improvement, overseeing projects by tracking project progress, managing risks, and resolving issues to keep projects on track, analyzing data or feedback to develop long and short-term improvement strategies to optimize processes, assisting to facilitate training of Lean Six Sigma courses, utilizing automated software to prepare process improvement outcome metrics data reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
