Duties

Serves as a small air terminal transportation specialist for the Hanscom Field. Performs a full range of passenger transportation services. Coordinates and controls the handling of cargo. Develops policies concerned with the establishment and improvement of airfield activities. Inspects, sets up and operates a variety of powered and non-powered aerospace ground equipment (AGE) such as auxiliary power units, air start units, nitro carts, and auxiliary heating and cooling units. Responsible for inspections for cargo loading equipment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in air terminal operation tasks pertaining to the processing, documenting and loading of cargo and passengers; preparation of aircraft load plans/manifests; preparation and maintenance of traffic records and reports for airlift operations and exercises; operation of materials handling equipment and passenger loading vehicles and equipment; managing aircraft fleet servicing; meeting and guiding aircraft to designated parking area and securing aircraft; and experience performing inspections for cargo loading equipment and preflight inspection procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree. Degree must have a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of the specialized experience and education described above. Note: only graduate education in excess of the first year may be used to qualify based on combination of education and experience. NOTE: You must submit transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of procedures in meeting and guiding aircraft from runways to parking aprons directing and securing aircraft in parked position; operation of ground support equipment (e.g., auxiliary power units); and procedures for servicing engine oil tanks and hydraulic reservoirs. Ability to properly prepare passenger manifests in accordance with established policies, the JTR, and the JFTR. Ability to communicate effectively and tactfully with military and civilians of all ranks. Ability to act decisively in emergency situations. Knowledge of cargo aircraft systems, configurations, equipment, emergency procedures, preflight inspection procedures, location of electrical power connections, circuit breakers, hydraulic operating system, and serviceability requirements. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation, and notification procedures. Knowledge of DOD, Air Force, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, aircraft operations characteristics, and airfield operations. General knowledge of Air Transportation career field. Assembling and Joint Inspecting (JI) cargo for air transportation, aircraft load planning, operation of assigned MHE, and being familiar with AFI/AFMAN guidance and current directives and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
