Duties
Joining Customs & Border Protection (CBP), Workforce Care Directorate, will allow you to utilize your expertise in leadership to serve as a first line supervisor over a professional services team who are engaged in managing critical program segments for which the scope and effect of the work have an agency-wide impact. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). In this Program Manager position you will become a key team member of Homeland Security professionals involved in supervising a variety of administrative professionals who perform complex technical and administrative work relating to workforce wellness and resilience; assessing the productivity, effectiveness, and efficiency of program operations; analyzing and resolving problems in the effectiveness and efficiency of administrative support and staff activities concerning program that address CBP's workforce wellness and resiliency; and developing policies and procedures.
Typical Work assignments include:
Planning, organizing, coordinating, controlling, and evaluating the activities of the Wellness & Resilience Division and directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature.
Leading complex projects, often cutting across organizational/activity lines that includes: defining critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reducing operational unit costs, increased quality, reducing process cycle time, serving as the project leader/ Subject Matter Expert(SME), and providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project.
Assuring implementation by subordinate organizations and operating units of the goals and objectives of the Workforce Care Directorate, determining goals and objectives that need additional emphasis, developing measures that evaluate performance, making recommendations for program improvements and managing all resources as corporate assets.
Managing organizational changes or major change to the structure and content of the Wellness & Resilience Division, exercising discretionary authority to approve the allocation and distribution of funds in the organization's budget. identifying and resolving unique issues where no policy exists, and taking innovative actions to address new needs and/or issues.
Directing a team of Program Managers, Management and Program Analysts, and other professional service staff providing diverse programs and/or services; reviewing and recommending action on current and budget year programming and reprogramming actions to assure effective objective accomplishment within available resources, and monitoring program accomplishments and identifying actual or potential problem areas, trends, merit and deficiency situations, areas of imbalance or other similar factors.
Qualifications
Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing the planning, direction, and timely execution of the program or several program segments.
Providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project.
Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels.
Making decisions and resolving problems involving interpretation of the law or unusual situations requiring interpretation and application of policy.
Supervising and leading a team of professionals to successfully accomplish the mission through use of strong oral and written communication skills.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/27/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
