Position may be filled as a time-limited promotion or reassignment not to exceed (2) years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Duties

Leads the day-to-day tasks of the Army Expeditionary Civilian Workforce (AECW) staff in support of the director's guidance, strategic objectives, and direction. Manages the daily operations supporting the expeditionary civilian workforce program. Ensures workforce planning and recruitments support the mandates of the Global Force Management program. Oversees the daily operations of AECW and synchronizes the tasks from each division. Develops new strategies to manage the daily operations in a cost effective, mission-focused manner. Represents the Director in all Installation meetings and planning sessions, as well as in all coordination with various state organizations. Evaluates the performance of subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Makes decisions on work problems presented by subordinate supervisors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Top Secret Security Clearance.
  • Per Title 10, US Code, position is designated Emergency-Essential. The incumbent cannot also be a member of the Ready Reserves. In the event of a crisis situation or wartime, incumbent must continue to perform the position duties and requirements.
  • Requires pre-employment physical exam, pre-deployment physicals as needed, and at a minimum, an annual exam thereafter to ensure the continued, required level of physical health/ability or fitness to meet the deployment requirements of the position.
  • Drug testing is required initially and annually there after.
  • Must obtain and maintain a valid official U.S. Passport.
  • Temporary Duty Travel (TDY) may be required up to 25% of duty time.

Specialized Experience: One year of specialized experience which includes leading daily tasks of assigned staff in support of the director's guidance, strategic objectives, and direction of the organization; planning and scheduling staff actions while ensuring timely completion of assignments; developing new strategies to manage the daily operations in a cost effective, mission-focused manner; managing all deployment and pre-deployment programs for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
