Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing logistical support for vessel fleet operations; and experience with fleet policies.
Your application package will be used to evaluate your competencies in the following areas:
Knowledge of the concepts, principles, and practices of research vessel fleet management that enables the incumbent to serve as an expert for the planning and implementation of EPA fleet operations and supported GLNPO monitoring programs.
Ability to identify, analyze, and resolve complex fleet management issues or problems.
Ability to apply policies and monitor logistics to ensure effective utilization of funding, personnel resources, material, facilities, and services.
Skill in identifying problems and/or trends which emerge in production operations and proposes potential solutions/alternatives for management consideration.
Ability to develop detailed work plans and long-term strategies to implement programs, including budget and personnel resources for short- and long-term goals and/or objectives.
Knowledge of all aspects of fleet operations, including concepts, applicable laws and policies, and public policy issues.
Ability to represent the organization and present controversial issues and recommendations.
Skill in communicating with technical personnel including federal scientists, research vessel crews

Education
2101 - Transportation Specialist:
You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position; OR specialized experience that demonstrated a knowledge of the transportation function(s) of this position.
