Duties

Serve as a Sexual Assault Response Coordinator (SARC) for Army brigade-sized organizations. Serve as the point of contact (POC) for coordinating care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care. Ensure the sexual assault victim advocacy services are available 24-hours a day, 7-days a week, both on and off post, for all service members and persons covered by the Sexual Harassment Assault Response and Prevention (SHARP) program. Consult with command legal representatives, healthcare personnel, and Criminal Investigation Division (CID) to assess the potential impact of state laws governing the reporting requirements. Ensure sexual assault victims are properly advised of victim advocate assignment and victim privileges are afforded under Rule 514 of the Manual for Courts Martial (MCM) Military Rules of Evidence (MRE). Provide the senior commander with non-identifying personal information within 24-hours of a Restricted Report of sexual assault. Ensure all unrestricted reported incidents of sexual assault are reported to the supported unit commander, Criminal Investigation Division (CID), Military Police (MPs), and the installation provost marshal within 24-hours of receipt. Provide information to Soldiers, employees, managers, and family members at all levels, concentrating on systemic problems as well as individual problems. Track services provided to victims of sexual assault and harassment from initial report through disposition and resolution or until the victim no longer wishes to receive Sexual Harassment Assault Response and Prevention (SHARP) services. Maintain Department of Defense (DoD) Sexual Assault Advocate Certification Program (D-SAACP) certification as well as any applicable legal and regulatory requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Minimum of a favorable suitability determination. Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Must attend and graduate from required SHARP training courses within 6-months of employment.
  • While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee's qualifications and skills.
  • Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • In the event that D-SAACP certification expires, is suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • May be subject to occasional 24/7 on-call SARC responsibilities.
  • This position may require temporary duty (TDY) business travel up to 30% of the time.
  • Incumbent is required to obtain and maintain a SECRET security clearance.
  • Position requires lifting up to 10lbs.
  • Position requires a pre-employment drug test.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the Basic Requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes ensuring the sexual assault victim advocacy services are available 24-hours a day, 7-days a week, both on and off post, for all service members and persons covered by the Sexual Harassment Assault Response and Prevention (SHARP) program; maintaining liaison with the Provost Marshal/Criminal Investigation Division, medical and legal services, and commanders to facilitate immediate response and accurate reporting of sexual assault incidents; consulting with command legal representatives, healthcare personnel, and Criminal Investigation Division (CID) to assess the potential impact of state laws governing the reporting requirements; assigning a victim advocate to assist the victim immediately upon notification of the incident; ensuring sexual assault victims are properly advised of their options for restricted and unrestricted reporting; tracking services provided to victims of sexual assault from initial report of sexual assault through disposition and resolution of the victim's health and well-being; and providing program guidance to all concerning reporting procedures, confidentiality, training, safety tips and resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
