This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Construction Control Representative. Projects include one or more of the following program areas: civil works, military, Hazardous, Toxic and/or Radioactive Waste (HTRW), environmental, and Interagency- International Support, and/or emergency and disaster operations.
Duties
Performs a range of tasks supporting field and office engineering for assigned projects.
Performs biddability, constructability, operability, and/or environmental (BCO/BCOE) reviews of plans and specifications.
Reviews contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met.
Monitors contractor’s quality assurance and quality control (QA/QC) systems.
Maintains daily construction logs, reports, and records.
Gathers field date for contract modifications and claims
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- One-year probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General and/or Specialized Experience for GS-4: One year of experience equivalent to at least the GS-03 grade level in the Federal service which includes basic knowledge of, and skill in applying, construction or trade principles, concepts, methods, and equipment. (GS-03).
OR
Education: Two years of education above the high school level that included at least 12 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.
Specialized Experience for the GS-5: One year of specialized experience equivalent to at least the GS-04 grade level in the Federal service which includes basic knowledge of, and skill in applying, construction principles, concepts, methods, and equipment in accordance with construction plans and specifications. (GS-04).
OR
Education: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with the major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.(Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Applicants that have less than one year of specialized experience as described above may combine education in order to qualify for this position. Applicants must have at least 2 years of education as described above, which includes at least 12 semester hours of the required coursework above. The combination of education and experience must equal at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of undergraduate education by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
Specialized Experience for the GS-6: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes interpreting construction plans and specifications. (GS-05).
Specialized Experience for the GS-7: One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes conducting construction inspections. (GS-06).
Specialized Experience for the GS-8: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes recording changes and modifications to contract drawings and specifications. (GS-07).
Specialized Experience for the GS-9: One year of specialized experience equivalent to at least the GS-08 grade level in the Federal service which includes 1) identifying and resolving problems and 2) recommending changes in construction projects. (GS-08)

Education
