The National Institutes of Health (NIH) is seeking qualified Technical Writer-Editors to fill vacancies within multiple Institutes and Centers. If selected, you will be responsible for managing the editing, clearance procedures, and various stages of production to meet deadlines to ensure materials are of the highest quality.
Duties
- Serve as production manager for many nationwide projects and analyze existing nationwide publications (e.g., practitioner's guide) in terms of purpose, content, format, effectiveness, and necessity.
- Recommend revisions, format changes, alternative methods of information presentation, or other changes to ensure that the publication contributes to fulfilling the agency's mission and provides the critical information needed by the intended audience.
- Managing the editing, the clearance procedures, and the various stages of production to meet stringent deadlines and to ensure that materials are of the highest quality.
- Interpret scientific and technical information; identify and prioritize critical content; ensures information aligns with the intended audience and is consistent with policy and program goals; re-write and edit material for clarity, persuasiveness, and adherence to format and style conventions of targeted information outlet.
- Independently or as a principal on a team, participate in conceptualizing and developing reports to Congress and other audiences.
- Participate in all aspects of development, including defining the intended audience, reviewing and advising on content, advising on the most effective method of presenting technical data and on the style and presentation most appropriate for accomplishing the publication's objective.
- Ensure accuracy of scientific, medical, or technical terminology, completion of procedural steps, and effective presentation of textual, tabular, and graphic materials and ensures that the presentation of new findings or concepts is clear and concise to avoid misinterpretation.
- Analyze materials in terms of conformity to required style, organization, and manner of presentation and reorganizes or revises accordingly.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.
- Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
Qualifications
To qualify at the GS-11 level, you must meet the following qualification requirements:
Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. This degree must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position;
OR
One year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing and editing products that explain organization policies, programs, and research findings; conducting research on a specific subject matter using published journals, on-line sources, observations and interviews with subject matter experts; assisting authors and designers in selecting effective formats and illustrations to augment a written message; and using desktop publishing software to draft, edit, and lay out content;
OR
Have a combination of post master's level education and experience that is directly related to the duties of this position that meets 100% of the qualification requirements for this position.
To qualify at the GS-12 level, you must meet the following qualification requirements:
One year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing and editing products that explain and interpret the work of an organization, disseminate technical or scientific information, and summarize research findings; writing scientific and technical information tailored for a specific audience; conducting research on a specific subject matter using published journals, on-line sources, observations and interviews with subject matter experts; editing materials for consistency, clarity and conformance to grammar and style guides; and advising authors and designers of effective formats and illustrations to augment a written message.
There is no education substitution for experience at the GS-12 grade level.
To qualify at the GS-13 level, you must meet the following qualification requirements:
One year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing and editing products that articulate, interpret, and explain complex or potentially controversial policies, programs, and research findings; researching, analyzing, and presenting scientific and/or technical information that is novel, unique, abstract in nature, and/or has a multiplicity of themes; editing materials for conformance to grammar and style guides, accuracy of scientific/technical terminologies, and consistency with the organization's mission; advising on the intended audience, formatting, and approaches of presenting scientific and technical information; and authorizing the clearance of materials for publication.
There is no education substitution for experience at the GS-13 grade level.
