This position is part of the Resource Stewardship and Science Directorate, Mid-Atlantic Network, Interior Region 1. Located at Fredericksburg and Spotsylvania National Military Park, in Fredericksburg, VA.
Duties
As a Supervisory Interdisciplinary (Mid-Atlantic Network Program Manager), GS-0401/0408/1301-13 with the National Park Service (NPS), your duties will include, but are not limited to:
Serves as a program manager and principle scientific advisor for the inventory and monitoring of natural resources.
Directs the development and implementation of an intricate program of natural resource inventory and monitoring, and related activities including data and information management, analysis, reporting and outreach to address sensitive and complex resource management needs.
Designs, develops, test and implements scientific protocols to carry out long term natural resource monitoring.
Identifies resource management and I&M needs to develop work plans and schedules, cost estimated, and funding proposals to accomplish network goals.
Develops scopes of work and serves as Contracting Officer's Technical Representative (COTR) for contracts, cooperative and interagency agreements, and other instruments.
Administers and tracks program, project funds, and prepares or supervises the preparation of accomplishment and accountability reports.
Performs the full range of technical and administrative supervisory responsibilities for permanent and temporary personnel.
Qualifications
All qualifications must be met by the closing date of this announcement-10/01/2024-unless otherwise stated in this vacancy announcement.
In order to qualify for this position, you must meet one of the following basic requirements:
Biologist, 0401 series:
Undergraduate or Graduate Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Ecologist, 0408 series:
Undergraduate or Graduate Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Physical Scientist, 1301 series:
Undergraduate or Graduate Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic education requirements, you must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal Service (obtained in either the public or private sectors) managing and overseeing a program of projects related to at least one of the following: vegetation, wildlife, sensitive species, exotic and pest species, fisheries, climate, air and water quality, soils, geology, hydrology, paleontology, forest ecology, aquatic ecology, and ecosystems dynamics; Provide guidance and expertise on the inventory and monitoring of natural resources; Collect, manage and synthesize information to manage park ecosystems; Provide advice in dealing with complex resource management needs for parks; Directs, develops and implements data and information management, analysis, reporting, and outreach to address resource management issues.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.

Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Education
There is no substitution of education for experience at the grade level(s) of this announcement.
