About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with INSCOM, 780th Military Intelligence Brigade serving as a technical assistant in a Civilian Personnel Office performing procedural human resources duties.

Duties

Relaying information to staff from the personnel community on position management, classification, recruitment and staffing, performance management, technical services, training and career development, and management-employee relations. Serving as a timekeeper for civilian employees using an automated timekeeping system, such as, Automated Time Attendance and Production System (ATAAPS). Properly maintaining civilian personnel files and local records maintenance, civilian correspondence, evaluation reports, promotions, awards, temporary duty orders, and/or duty rosters. Establishing and maintaining databases for tracking personnel strength, vacancies, and TDA authorizations and requirements. Researching pay problems, determining the cause, and coordinating with appropriate personnel to arrange for correction. Assuring civilian databases are maintained correctly with additions, changes, and deletions, as appropriate.

Requirements

  • Position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Must sign DD Form 2365 acknowledging certain levels of medical, security, performance, conduct, and overall fitness that make them suitable for assignment to an austere and stressful combat environment must be maintained.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel will be required (CONUS/OCONUS) 5% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one (1) year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing and coordinating a variety of procedural civilian personnel actions, such as leave administration, pay allowances, and time and attendance programs; experience with computer software to maintain databases of current vacancy status and to run recurring strength reports. This definition of specialized experience is typical of work performed at the GG/GS-07 grade level in the Federal service, or equivalent to the GG/GS-08 grade level outside the Federal service.
