Duties

In this Program Manager role, you will become a key team member of Department of Homeland Security Individuals involved in planning, budgeting, coordination, and oversight of the tactical communications portfolio within CBP. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). Typical duties of this assignment include: Managing the triple constraints of cost, schedule, and performance; long range planning for acquisition programs; acquisition program budget and financial management; project execution; and monitoring contractor performance. Serving as Project Manager and principal on Integrated Product Team (IPT's) meetings that are responsible for the management, control, coordination, and execution of assigned acquisition projects. Developing, revising, and implementing government decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Representing the assigned program of record and conducting briefings attended by technical and functional personnel and high-ranking government and industry officials to explain new or contemplated developments, accomplishments, and acquisition program status. Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing liaison duties with high-ranking officials in other Federal agencies, top-level managers in DHS, and various governing board/committees. Overseeing the planning, direction, and timely execution of a program. Identifying and resolving uncertainties, unique situations, obscure problems, or conflicting objectives encountered during program execution. Utilizing tools and techniques to identify areas for process improvement (e.g. process mapping, root cause analysis, critical quality factors). Analyzing financial or statistical information for the purpose of evaluating economic performance of current and projected programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/27/2024. Current and former federal employees may be required to serve or complete a probationary period.
