This position is located in the Northern Plains Human Resources, Great Plains Area Office, Personnel Security.
Duties
Performs administrative services in the following areas: security and pre-employment suitability, Homeland Security Presidential Directive (HSPD) requirements, and Personal Identity Verification (PIV) care access controls.
Makes preliminary pre-employment or eligibility determinations on applicants for position for which applying. Reviews arrest reports and disposition of cases.
Performs such tasks as evaluating the sensitivity determination for each position, as described by management based on need-to-know principles.
Maintains a database that accurately reflects timely submission of forms to include fingerprints, reports and satisfactory National Background Investigation Services Electronic Application (eAPP) submission.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-5: Your resume must demonstrate at least three (3) years of progressively responsible general experience, 1 year of which was equivalent to at least GS-4 grade level, in the Federal service, that demonstrated your ability to 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing.
GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: performing a wide variety of administrative services including management advisory functions in the areas of pre-employment suitability, investigative findings, and personnel security activities; utilizing automated systems to obtain and transmit fingerprints; initiate and review background investigations, and utilizing electronic filing database applications. Or, completed 1 full year (18 semester hours) of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Or, completed a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) I graduated with at least an overall GPA of 2.95, (2) I graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) I graduated in the top third of my class; or (4) I have been a member of a national scholastic honor society recognized by the Association of College Honor Societies.
GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Coordinate background investigations assuring appropriate initiation; provide technical advice and guidance to employees, contractors, affiliates, and volunteers regarding the background investigation process and review background forms for accuracy and completeness before the case is released for investigation. Or, completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
