Serves as Supervisor of the Transportation and Grounds Section with in the Engineering Service at the Tuscaloosa VA Medical Center (TVAMC) responsible for the over all management and administration of the Transportation Program which includes laundry delivery , Mobile Clinic, medical and general supply delivery, and waste disposal, as ell as serving as Fleet Manager for all GSA leased and Station owned vehicles.

Duties

Major Duties: Responsible fore overall development, implementation, operation, administration of the coordination of the Transportation Program providing a focal point from which the distribution of work and operational of work and operational activities can readily be ascertained and in a manner that assures cost efficiency and effective access to appropriate clinical care Serves as Fleet Manager for TVAMC with primary oversight of the Fleet Management Program Manages and operates a complex fleet of GSA and station owned motor vehicles ranging from subcompact to sedans and seven to 15 passenger vans to heavy trucks/trailers, busses, para-transit vehicles Mobile Clinic, and other special purpose vehicles Plans , directs and administers the complete maintenance program for standard and a variety of special purpose vehicles Serves as the Medical Center lead and contact for the Mobile Clinic and Dual -Use vehicle (DUV) Maintenance Program and enters into service agreements, for maintenance, fuel and related services when cost and other considerations indicate a benefit to the Government Responsible for oversight of planning and coordination of vehicle rotation by preparing and reviewing utilization patterns assessed for vehicles used for medical center operations (patient transport, supply delivery, waste disposal, etc.) Collects data related to overall vehicle usage and costs (repairs, maintenance, fuel, etc.) for submission to the engineering Service Chief and appropriate clinical services as it applies to Rural Health Initiatives, Veterans Transportation Service, Dual-Use Vehicles, etc. Responsible for all Grounds Maintenance activities that Pace place at TVAMC to include landscaping, leaf and brush removal, pesticide and fertilizer application, law trimming and lawn mowing maintenance, composting, show and ice removal and debris clean up Responsible for the oversight of roadway repairs to include potholes and damage to roadway surfaces, debris removal and parking lot and roadway cleanliness Monitors and maintains sidewalks and other walkways to ensure safe conditions for pedestrians Plans and directs the collection of garbage and trash collection on station and transport to off station landfill Serves as Transportation Officer/Coordinator during emergency situations and is responsible for transporting essential personnel, patients and supplies to prevent disruption of services Responds to Extra View (EV) items and other action items as assigned Work Schedule: Monday - Friday, 6:30 a.m. - 2:30 p.m. Position Description Title/PD#: Maintenance and Operations Supervisor/PD077160 Critical Skills Incentive (CSI): Not Approved Relocation/Recruitment Incentives: Not authorized

This includes, but is not limited to: responsible for overseeing the supervision of journeyman and tradesman workers of varying trades and/or crafts that are unrelated in nature; possesses extensive knowledge and experience gained by having been associated with or worked for a significant period of time in any one or combination of trades associated with construction, maintenance, or repair and operation of plant facilities to be able to determine individual trade, material and equipment requirements, and work sequences; possesses strong communication and writing skills and a broad knowledge of Medical Center operations & communicates well with peers, subordinates, supervisors, and counterparts in other services; determines how many assignments can be done concurrently or which must be delayed and the number and type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required; provides direct input and participates in meetings and/or conferences with senior management, Division, and other personnel involving the initial analysis of long-range work requirements for in-house maintenance and major construction project support (typically, 6 months or longer in advance of the beginning of actual work operations); and responsible for the effective and economical use of allocated resources, both human and material costs, redirecting resources (materials and staff) under their supervision to accommodate for emergencies. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Occasionally lifts heavy loads, machinery parts, etc., be able to climb/descent ladders and scaffolds. The Incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc. Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. May be subject to possible dangerous working conditions including exposure to hazards normally encountered in the Medical Center, trade related work, various types of infections, electrical shock and/or electrical burns, cuts, bruises, and strains. The wear of appropriate & required personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
