This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Program Assistance Division, Applicant Violator System & Data Analysis Branch in Green Tree, PA.

Duties

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Planning, analyzing, directing, and managing the operations of the Branch. Developing and implementing a nationwide training and customer service program for all state, Federal, industry, and public users. Developing and directing a program to conduct ongoing internal reviews of the OSMRE systems to guard against potential loss due to fraud, waste, abuse, and mismanagement of resources to ensure appropriate safeguards are established within the Branch. Assigning, reviewing, managing, and evaluating the work of Government employees assigned to the Branch.

Requirements

  • You must be a U.S. citizen
  • Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
  • Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
  • May be required to successfully complete a probationary period
  • Suitable for Federal employment, determined by a background investigation

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Providing management and direction over a variety of professional, technical, or administrative fields. Developing, implementing, and simultaneously monitoring multiple studies, reviews and investigations involving on-the-ground implementation of policy, legislation, regulations, and guidelines associated with an agency's statutory requirements. Resolving employee grievances, counseling, and disciplining staff members. Must meet all. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
