This position is located within the Veterans Health Administration, Mid-Atlantic Healthcare Network, at the Hampton Health Care Center. The incumbent is the Health System Administrator, Community Based Operations, with includes activation management, oversight and recurring managerial oversight responsibilities for all activities within the Health Care Centers and Community-Based Outpatient Clinics within the Hampton Veterans Affairs Health Care System.
Duties
The incumbent will interface daily with the Director, Associate Director, Chief of Staff, Deputy Chief of Staff, Assistant Director, and the Associate Director for Patient Care Service. The incumbent serves as the onsite Administrator for with full direct line responsibility and accountability for all services (clinical, support, administrative) at that site of care directly impacting patient care.
Budget and Fiscal Management
The incumbent is responsible for all fiscal activities for the HCCs and CBOCs located in the South Hampton Roads area. This requires a thorough understanding of the Government and Department of Veterans Affairs financial system and process, and an in-depth knowledge of the budget. Knowledge of operations of Fiscal Service, the distribution, control, adjustment of funds in various control points, is required to operate within provided allocated funds. Coordinates closely with program managers, and with the Medical and Nursing executives to prepare budget proposals which balance past expenses and plans for future program priorities and Veteran growth, while also directing the operating budget to adjust as needed during fiscal year and ensures most efficient use of resources.
Personnel Management
The incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. The position works closely with the Human Resources Officer, senior leaders and all Service Chiefs, in ensuring the appropriateness of personnel actions. Recruitment of and retention for a wide variety of professional and technical employees located at this facility, will present challenges that the incumbent must plan, coordinate and execute plans for to ensure adequate human capital is available at all times for quality safe patient care. The incumbent will ensure compliance with policies, procedures, programs focused on merit promotion, labor management relationships, position management and will foster a commitment to these standards through subordinate managers, other senior leaders in the clinical area.
Public Relations
The incumbent must establish and maintain good relations with various groups, organizations and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices. Working with the VAMC Public Affairs Officer the incumbent will review and/or approve publications for release to the media or develop articles for release. The incumbent will be called upon to attend and/or speak at various meetings of Veterans and civic organizations and serves on various committees. These formal speaking opportunities, meetings, and events will promote the understanding of the mission and goals of the Agency, health system, and the VAMC Director's goals and priorities.
Systematic Internal Review
The incumbent plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission, Office of Inspector General, Occupational Safety and Health Administration, etc. This may range from causing others to gather information and preparing reports to responding to the various regulatory groups or higher agency authorities, to recommending or initiating action to correct deficiencies after consultation with affected staff. Applies performance standards and monitors these to measure the extent to which their activities are achieving accepted goals. Links effects with VAMC health systemwide initiatives and plans to promote consistent standards of excellence.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR):
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts Required). OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups;
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement;
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and,
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. OR,
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the basic requirements, applicants must meet one year of specialized experience at the next lower grade level to qualify at the GS-14 grade level.

GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of the theories, principles, practices and techniques involving program activities within a complex health care delivery system; skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed by administrative, technical, and professional personnel and providers; ability to supervise, plan, organize, and direct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of medical facility health care services, using both quantitative and qualitative measures; ability to effectively communicate both orally and in writing with professional, administrative, and technical personnel at all levels.

Physical Requirements: Work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences and is required to travel between the Healthcare Center and Clinics.
