The primary purpose of this position is to perform work in a broad range of flight and ground safety program elements such as inspections, surveys, evaluations, investigations, reports and training.
Duties
Performs a broad range of flight and ground safety duties critical to reducing flightline and flying mishaps. Plans and carries out formal inspections of maintenance and flightline facilities, equipment and practices. Maintains inspection database.
Performs specialized data collecting and trend analysis. Creates, modifies and maintains historical databases and performs historical research to isolate causes of mishaps, predict problem areas and recommend preventive actions.
Develops personnel education practices, modifying or departing significantly from standard techniques when necessary, based on operational risk assessments or actual reported mishap findings and recommendations.
Conducts in-depth investigations and analyses of aircraft incidents while serving as the maintenance member of higher headquarters-directed safety investigation boards.
Promptly meets flight crewmembers returning from mishap missions, preserves all evidence from the incident and conducts an investigation in accordance with Headquarters Air Force Safety Center and local procedures.

- Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/ physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
- The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0018, Safety and Occupational Health Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. (may have been obtained in the military, public or private sectors). Experience that includes Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of progressively higher level graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established flight safety, ground safety and occupational safety and health principles, practices, procedures, laws, regulations, instructions and current issues as they relate to the military installation flight and ground safety programs.
Knowledge of the requirements, methods and techniques of accident and mishap investigation, analysis, resolution of safety problems/risks and formal reporting procedures. Knowledge of current risk assessment methods, models and techniques for evaluating operational and occupational safety and health risks.
Knowledge of communication techniques, principles, media and instructions to communicate effectively, both orally and in writing.
Knowledge of rapidly changing Air Force and local standards, methods, practices, techniques, materials and equipment to determine compliance with regulations and instructions. Knowledge of advanced educational training techniques, methods, and materials sufficient to prepare and present formal briefings and instructional sessions.
Skill in the interpretation of maintenance publications, forms and practices sufficient to identify hazardous conditions in maintenance facilities and on the flightline.
Knowledge of Microsoft Office software especially Access database functions to sufficiently track mishap data, analyze and report trends in reports and PowerPoint-aided briefings, and create, modify and maintain the database. Ability to self-start, plan projects, organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
