This Supervisory Safety and Occupational Health Manager position is located at the VA Connecticut Healthcare System in West Haven, CT and is responsible for planning, organizing, directing and evaluation of the Medical Center's Safety, Occupational Health and Environmental Compliance Programs. A Relocation/Recruitment Incentive may be authorized for this position.

Duties

Major duties include but are not limited to: Administrates safety program components which can include investigations of injuries, fires, vehicle damages and prepares required reports of investigations, as well as reports for VA Region and Central Office; Reviews safety, occupational health, industrial hygiene, occupational safety and environmental compliance regulations, codes and guidelines; Develops corrective action plans based on assessments and critiques of drills, exercises, events, investigations, inspections and discovered deficiencies; Develops reports and requests immediate action from VA management to correct conditions that might be expected to cause serious illness, injury or death to employees, patients or the public; Furnishes technical guidance to management, supervisors and employees concerning safety, occupational health and environmental compliance and acts as a resource on matters pertaining to safety, occupational health and environmental compliance hazard prevention; Develops and coordinates Environmental, Health and Safety compliance awareness program, promoting safety, environmental compliance, education and training through such activities as new employee orientation, annual training and promotional of National Fire Prevention Week; Develops and coordinates Environmental, Health and Safety compliance items to include documentation and compliance with regulatory inspection, testing and maintenance items such as satellite accumulation areas, spill kits, storage areas and fire detection, protection and alarm equipment systems such as smoke detectors, fire and smoke barriers, sprinkler systems, etc.; Applies proven methods, techniques and abatements to control or eliminate unsafe acts or conditions that arise from the construction or modification of structures; Participates on committees or subcommittees for all items related to Environmental, Health and Safety compliance; Provides documented statistical data to the administration as requested and maintains record of assigned work in progress with status and anticipated completion time for review and discussion as required with Supervisor and staff meetings; Performs the full range of supervisory responsibilities to include but not limited to plans and schedule work to accomplished by subordinates; sets and adjusts short-term priorities; develops performance standards and rates subordinates' performance; recommends selection of candidates for positions; takes disciplinary actions and hears and resolves formal employee complaints and grievances; identifies and provides for employee training and development; etc. Work Schedule: Monday-Friday, 8:00am-4:30pm. Schedule may be adjusted to support facility needs. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience as described below: Specialized Experience: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Safety and Occupational Health Manager, and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Demonstrated lead or supervisory experience such as directing the work of subordinates, managing performance, reviewing training needs, etc.; managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products or other systems to determine the existence, severity, probability and outcome of hazards; designing or modifying workplaces, processes, products or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist and occupational health nurse. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Administration and ManagementPublic Safety and SecuritySafety Engineering Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary with occasional walking and standing when conducting onsite evaluations. Survey or inspection work requires regular and recurrent physical exertion such as walking, standing, bending, climbing, crouching, reaching, and lifting of a variety of moderately heavy items such as large metal lids of storage containers, and entry into confined spaces. Work Environment: The work is performed in an office setting with some infrequent exposure to hazards encountered in the hospital/ laboratory setting. Onsite evaluations and inspections involve exposure to chemical and biological hazards while performing laboratory, maintenance shop, nursing homes, clinics, and CBOCs surveys where there may be moving machine parts, acid fumes, irritant chemicals, and high noise levels. Protective clothing and equipment is frequently required.
