The primary purpose of this position is to serve as the Time Compliance Technical, (TCTO) and Time Change Manager for the wing. Provides critical assets and items that are unique in support of the C-17 as assigned to the 437 Airlift Wing. Coordinates with maintenance group, C17 SPO office, Boeing contractor/AF Depot to resolve any problems.
Duties
Processes and orders time change requirements 60 days in advance of the due date using the activities organization and shop code, the appropriate urgency justification code, and delivery destination.
Manages the 437 AW's Time Compliance Technical Order (TCTO) kits.
Manages Material Deficiency Reports (MDR) and Quality Deficiency Reports (QDR) in accordance with Technical Order 00-35-D-54 USAF Deficiency Reporting, Investigation, and Resolution.
Prepares recurring and special reports.
Performs administrative office support functions and maintains cooperative working relationships with team members related function and operating officials.
Uses multiples office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing, and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of governing supply regulations, policies, procedures, and an intensive knowledge of local supply requirement to ensure supply support for production, overhaul, repair, or other operations for-urgent Critical shortage and other special items. Knowledge of office automation software and function keys to produce a wide range of documents that often require complex formats, such as graphics or tables within text to edit and reformat electronic drafts and to update, revise, existing databases or spreadsheets. Knowledge of the nature and capability of different software packages and the integration compatibility among different software types. Knowledge of standard office equipment such as electric/electronic typewriters, copiers, fac machines, and office automation system to perform substantial range of office automation support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of governing supply regulations, procedures, and instructions; and supply functions, operations, program requirements, and work methods.
Knowledge of data entry and processing of supply transactions in an automated supply system; correct grammar, spelling, punctuation, capitalization and format to accurately prepare and edit written correspondence and reports; and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs.
Ability to read, interpret and apply applicable reference material such as supply regulations, manuals, catalogs, records orders etc., to accomplish tasks and resolve complex supply problems; and to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements.
Ability to receive, screen, review, and verify supply documents and resolve discrepancies.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
