This developmental position, located in the Connected Care, Central Ohio VA Ambulatory Center, Columbus, OH, US, composes a career ladder structure to the full performance level of Administrative Officer. The primary purpose of this position is to provide administrative and consultative support for the Connected Care Service. This position breaks down into three parts: operational management and analysis, financial management and planning, and administrative duties.
Duties
The Primary Purpose of the position is: The Administrative Officer (AO) provides consultative and administrative support to the Connected Care Service as needed and to be an effective liaison for administrative activities so that daily operations are handled expeditiously. The Administrative Officer duties include, but not are limited to:
The incumbent serves in a developmental capacity at the Administrative Officer, GS-0341-07 level. Key functions will be similar to those described at the full performance level of the target position.
Incumbent serves as a principal advisor to the Connected Care management team members. The AO participates in the overall administrative, operational management, decision-making, policy development, and resource allocation and utilization for the Service.
The incumbent plans and/or accomplishes special projects, using standard approaches to perform a variety of duties related to special projects involving administrative or supportive issues and conducts extensive research and compilation of data from diverse sources.
The incumbent is responsible to monitor, update and validate Referral Management in Oracle Cerner and oversee the dissemination of all reports related to the Home Telehealth program.
Provides administrative staff support in short and long-range planning efforts. Incumbent ensures compliance with national guidance and directives in preparing annual and cyclic planning documents.
Incumbent is the primary liaison between Human Resources and Connected Care Service. Incumbent is responsible for maintenance and oversight of personnel files on each Connected Care employee which includes Agency required standards as well as confidential documents related to compensation, medical accommodations, and disciplinary actions.
Incumbent is responsible for working with the Chief, Connected Care and the Nurse Manager of Connected Care and supervisors to assure that all boarding actions are initiated in a timely manner for all new Connected Care staff and maintains copies of all completed board actions.
Coordinates training for new employees for patient scheduling and makes necessary arrangements for the training to occur.
Assures that new employees have all the software access needed to schedule patients. Incumbent sends TMS reminders to staff as needed to ensure staff remain compliant in their training.
Formulates and submits a budget plan each fiscal year, providing advice and assistance to the 30% Connected Care management team as to funds available and how to maximize actual dollar allocations.

Time-In-Grade Requirement for GS-07: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Compiling information and preparing administrative reports for briefings;
maintaining and updating databases and shared computer drives;
providing advice and assistance to managers and staff concerning agency personnel processes and procedures;
experience using office automation programs such as word processing spreadsheet, graphics, and desk top publishing; and
coordinating with management to control purchasing and use of supplies.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess the equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: For the GS-09 you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.);
accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and
performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess the equivalent combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
