This notice is for a volunteer not to exceed 120 day detail / temporary promotion in the Veterans Health Administration (VHA), Mid Atlantic Healthcare Network (VISN 6), Fayetteville NC VA Coastal Health Care System (FVACHCS), Wilmington NC Multi-Specialty Outpatient Clinic (MSOP) to function as the administrator and a member of the FVACHCS leadership team to ensure the best possible patient care.

Duties

Acts as a member of the senior management team working in partnership with the Director, Associate Director, Chief of Staff, and Associate Director for Patient Care Services to develop and implement both long and short-range policies and objectives concerning both the administrative and clinical aspects of the health-care delivery system. Participates in policy-making and management decisions affecting the organization. Responsible for developing, managing, and maintaining the Wilmington MSOPC to include all administrative activities, organizational structures, and management systems. Administratively manages budget, personnel, public and community partnerships, educational program affiliate relations, and systematic internal reviews. Works with all levels of organizational leadership to assure published standards and expected levels of services are maintained. Analyzes and disseminates directive material from higher authorities to responsible personnel, as appropriate. Evaluates performance of employees under immediate supervision and initiates appropriate action to reward, guide, counsel, instruct, etc., when indicated. Establishes and maintains effective relationships with community partners, service organizations, VBA Regional Officer, VISN, VACO, Affiliates, VSO, Congressional Offices/Departments, and various other support personnel to exchange necessary information. Coordinates with Affiliates for clinical program rotations, oversight, and applied clinical research program, when activated. Participates in local community stakeholder activities. This is a temporary promotion, not to exceed 120 days and may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to one (1) year total; additional extensions may be approved at the discretion of management. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. You may qualify based on your experience and/or education as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: HT38 and T38 employees cannot be temporary promoted into T5 positions. This action cannot occur because the VA Interchange Agreement requires conversion to Career or Career Conditional from HT38 or T38 positions. This is a temporary T5 promotion therefore it would require conversion to temporary T5, and this is not authorized under the VA Interchange Agreement. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived. For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration. IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration). NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR, IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation. Additional Specialized Experience Requirement: To qualify for this position at the GS-13, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: analyzing and developing major administrative aspects of mission-oriented programs; evaluating the effectiveness of programs conducted throughout a medical facility; identifying and developing ways to implement program goals and objectives and resolve problems; and developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.
