This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties

The primary purpose of this position is: to serve as an Air Reserve Technician to direct aircraft maintenance activities in the accomplishment of unit flying schedules and maintenance plans, to assign priorities to aircraft production work, directs action to resolve resource shortages, and trains reservists in the duties and responsibilities set herein Duties: 1. Plans use of workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. 2. Performs personnel management responsibilities. Performs administrative functions 3. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas 4. Serves as technical advisor to flight chief/maintenance supervisor in the resolution of production problems. Executes specific disaster control duties including provisions of Emergency War Orders and contingency plans 5. Manages the aircraft maintenance production effort by assigning priorities of work necessary to accomplish flying schedules and maintenance plans

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability To Lead Or Supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety requirements as outlined in safety standards, regulations, and technical orders. Knowledge and practical application of MIS (e.g. CAMS, GO-81) programs 2. Extensive knowledge of Air Force TO Form documentation requirements. Comprehensive knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. 3. Knowledge of aircraft flying hour and maintenance planning cycles, documentation, and communication necessary to execute plans. Knowledge of and ability to implement sound personnel management policies, practices, and procedures, including sexual harassment and equal employment opportunity. 4. Ability to read and interpret instructions, specifications, blueprints, and technical orders, and to evaluate compliance, adequacy of repair actions, and proper installation of parts and modifications. Ability to manage personnel and equipment resources to effect flying and maintenance programs. 5. Ability to assign work priorities to accomplish scheduled and unscheduled maintenance activities. Ability to execute disaster control and emergency war order/contingency plans. Ability to communicate effectively, both orally and in writing. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6. Skill in directing aircraft generation/evacuation processes. Skill in determining aircraft condition and advising supervision of workload changes. Skill in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. Skill in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. Other significant facts pertaining to this position are: 1. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. Performs other related duties as assigned. 2. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with or without aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
