As a Supply Chain Management (SCM) Team Member, the Logistics Management Specialist collaborates with Senior Management leadership and develops supply chain management strategies in support of the VA Health Care System and supported catchment area.

Duties

The Logistics Management Specialist develops assigned Supply Chain metrics which identify business objectives and drives the right supply chain behaviors for planning and executing approved strategies and providing supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system. Duties include, but may not be limited to the following: Integration - Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs. Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Troubleshoots and resolves issues where supply chain deficiencies affect the mission. Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions. Analytics - Analyzes the effectiveness of logistics and vendor support services. Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Training and Customer Service - Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Participates in the development of education and training documentation. Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability. Performs other related duties as assigned. Work Schedule: Full-Time, Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position at the GS-11 level, you must meet one of the following: SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Logistics Management Specialist, and that is typically in or related to the work of this position. Specialized experience includes, assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. -OR- EDUCATION: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. -OR- COMBINATION: An equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements and Work Environment: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
