Justice Prisoners and Alien Transportation System, Oklahoma City, OK. The selectee of this position serves as a Quality Assurance Specialist. You will be responsible for administering the JPATS Aircraft Quality Assurance Program; an integral component of the JPATS Maintenance and Inspection Program for JPATS owned, transport category, twin turboprop aircraft.

Duties

As a Quality Assurance Specialist at the GS-1910-12 level, some of your typical work assignments may include: Ensures contractor compliance with all contractual requirements,applicable Federal Aviation Administration(FAA) regulations and JP A TS quality assurance and maintenance and inspection programs policies and procedures; as detailed in the JP A TS General Maintenance Manual (GMM). Analyzes and investigates adverse quality conditions and recommends to JP A TS management possible corrective actions; develops recommendations for new approaches to resolve persistent, widespread, or critical problems. Prepares written correspondence regarding matters applicable to the JP A TS Aircraft Quality Assurance and Maintenance and Inspection Programs; authors contractor performance reports. Qualifications

You may qualify at the GS-1910-12 level, if you fulfill one of the following qualifications: Individual Occupation Requirements Education: Undergraduate and Graduate Education:Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Experience: Specialized Experience:Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. In addition to the Individual Occupational Requirements above, you must also meet the specialized experience below to be minimally qualified for this position. Specialized Experience: One year (12 months) of experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties: 1) Monitoring aircraft maintenance and inspection operations; 2) Identifying trends or weaknesses in an aircraft maintenance and inspection program; 3) Conducting quality assurance audits of areas related to an aircraft maintenance and inspection program; and 4) Inspecting aircraft maintenance to ensure compliance with organization and federal regulations, polices, and procedures. OR Education: Undergraduate and GraduateEducation: Major studies --quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) AND Selective Factor: A special qualification without which an applicant could not perform the duties of the position in a satisfactory manner will be used to screen out applicants. Current and valid FAA Mechanic Certificate with Airframe (A) and Powerplant (P) ratings. You must submit a copy of your certificate (front &back) with your application. AND Possession of the following competencies: Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information {for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Quality Assurance: Knowledge of principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards. Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
