Duties
Reviews, analyzes, interprets, and evaluates proposed and actual policy, guidance, and procedural changes and determines the impact on current and future operations, existing and proposed guidelines, policies and procedures.
Identifies new requirements, needed changes, and conflicting information.
Provides expert technical advice and assistance involving process improvement methodology, including statistical process control methods, to improve the efficiency and quality of work performed.
Conducts functional process improvement reviews independently and as a senior specialist when team efforts are required, analyzing abnormal balances to determine the proper corrective actions and ensure reimbursable authorities are adhered too.
Evaluates existing processes and procedures; identifies and recommends areas for review;
Develops review plans for projects including resource requirements and timetables; and, as needed, determines composition of project teams and provides necessary training to team members.
Deploys basic to intermediate knowledge of SQL (to include functions and joins) to support systemic FISCAM testing and validation.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Experience performing extensive data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and operational policies and procedures; providing substantial financial management knowledge to leadership in order to assist with the organization's core mission.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
