The primary purpose of this position is to serves as a journeyman professional electrical engineer (EE), project/program manage, and planner, The Office is responsible for interpretation, planning, programming and management of highly technical and diverse mission requirements to provide facilities enabling reliable and sustainable time-sensitive mission operations.

Duties

Performs tasks for major facility projects requiring professional judgement, knowledge and application of advance electrical engineering principles, theories, planning, and methods of construction as applied to mission facilities. Independently manages from cradle through grave major facility projects and is responsible for the integration of all engineering and design disciplines. Leads project teams representing the user, security, computer operations, communications, operations maintenance, and others as needed. Provides planning requiring professional EE judgement and resulting in long- and short-term strategic plans and programs, initiatives and master plans. Translates raw mission requirements and mission deficiencies into executable facility programs and projects including schedules, cost estimates, statements of work, designs, and contract documents Provides professional Electrical Engineering design services including integrated project schedules, cost estimates, and design, construction and contract documents. Advises on maintenance of mission electrical and other facility systems to insure mission reliability and sustainability. Prepares and presents correspondence, CE program justifications, reports for higher management, briefings for senior management, meeting agendas and minutes, CE project work and purchase requests, and project change requests. Performs other duties as assigned and related to organizational operation administration and function.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Travel to attend meetings, training, and design conferences, and perform staff assistance, will be required. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: professional knowledge of and experience with EE planning, design, and maintenance principles and applications; knowledge of building codes and experienced in their application; knowledge of software for Computer Automated Design (CAD), word processing, project scheduling, spreadsheets, databases, electronic communications, and accessing internet/intranet information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Have professional training or equivalent course of study and experience in engineering theories, principles, and techniques used to accomplish tasks associated with documenting, maintaining, engineering and budgeting for large facility electrical infrastructure. 2. Knowledge and understanding of other architectural, engineering and other facility fields for the integration of multiple disciplines to accomplish tasks associated with documenting, maintaining and upgrading large facility infrastructure. 3. Knowledge of facility project management from project development through design and construction including production of project documents and cost estimates. 4. Knowledge of annual maintenance and facility reoccurring work programs, and their application and execution. 5. Effective interpersonal and presentation skills for negotiating solutions and providing information to leadership, customers, subordinate units, design and construction agents and others. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. Work is primarily sedentary. Walking, standing, bending and carrying light items are required. Climbing ladders and equipment stairs, and crawling is required to access mechanical and equipment areas, plenums, manholes, crawl spaces, roofs and other tight and/or hard to reach areas for researching site conditions. Other special physical demands are not normally required to perform work. 3. Work Environment: Work is usually performed in an office environment. Site visits too hard to reach areas and construction sites will be required and may necessitate the wearing special protective equipment such as hard hats, eye protection, protective footwear, and/or ear protection. Site visits may expose incumbent to hazardous conditions typical to construction sites and equipment areas. 4. Schedule flexibility is required. Extended work hours on nights, weekends and holidays are occasionally required to meet suspenses, support off-hour operations, respond to quick-reaction taskers, and to manage surges in workload. Work requires availability for short notice tasking. 5. Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
