About the Position: The AK District is seeking to fill a Construction Control Representative position located in the Construction Branch, Chugach Area Office. An ideal candidate will have strong experience in construction quality & safety oversight or a background in construction mgmt. Possess an in-depth knowledge of construction standards, inspections, methods, & techniques, especially as they pertain to quality assurance surveillance and control of construction operations.
Duties
This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-9/11 grade level. At the full performance, GS-12, the incumbent will:
Observes and investigates construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems.
Monitors contractor's quality control program and performance of contractor's quality control personnel.
Maintains daily contact with contractors to coordinate plans, efforts and objectives, to discuss possible changes, and to exchange views on construction, methods and procedures.
Coordinates construction activity between contractors and base utility managers and keeps project managers of using agency fully informed of all developments on the job.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be subject to medical examination for fitness for remote and foreign travel or medical surveillance to comply with OSHA regulations.
- Immunizations are required prior to travel overseas.
- Incumbent may be required to possess or be able to obtain and retain a SECRET security clearance.
- May be required to obtain and retain a Government passport for travel overseas.
- May be required to obtain and retain a valid state Drivers License.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.

Specialized Experience for GS-09: One-year of experience which includes assisting with the review and interpretation of construction project plans, drawings, and specifications; assisting with identifying and recommending corrections to deficiencies for construction and renovation projects; and preparing documents for contractor submittals reviews, Requests for Information (RFI), and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-08).

Education: 2 full years of graduate education or a master's degree in subjects directly related to the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience for GS-10: One-year of experience which includes monitoring construction activities on projects; inspecting contractor work for compliance with contract requirements; and assisting with developing technical requirements and specifications for modifications for construction and renovation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).
Specialized Experience for GS-11: One-year of experience which includes inspecting ongoing construction in relation to the design plans and specifications to identify and correct deficiencies, as well as suggesting acceptable alternative construction methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-10).
For the GS-10/11 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-8).
Time in Grade Requirement GS-10: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
Education
