You will serve as a Civilian Management Analyst in the Information Workforce Division (IWD) of HQ US MARINE CORPS.
Duties
You will implement and integrate new programs, developing new theories, training, concepts, principles, standards, methods, and establishment of inspection
programs.
You will provide program management and oversight for position management, performance development and develop new methods to measure program accomplishments, results, and effectiveness.
You will design and conduct complicated management surveys and projects of the civilian manpower requirement to provide advisory services on issues of such intensity that they often require assistance from other subject-matter experts.
You will oversee the implementation of programs to determine progress against long-range plans and determine necessary personnel, funding, and other resource adjustments.
You will ensure workforce is appropriately recruited, selected, developed, utilized, appraised, and recognized in an equitable manner.
You will prepare Position Descriptions (PD) and/or assist supervisors in the preparation of PDs ensuring they are adequate for classification purposes.
You will analyze workforce demographics and environmental data to identify gaps and focus recruitment strategies.
You will process all Requests for Personnel Action (RPA) for the organization requiring validating funding, positional data, PD accuracy and coordination with HROM and the Navy Office of Civilian Human Resources (OCHR).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing operational requirements (e.g., unit task organization, adjustments to capabilities, force structures changes) to recommend courses of action AND conduct studies of manpower issues impacting an agency (e.g., organization structure, staffing requirements) and operational requirements (e.g., unit task organization, force structures changes) to meet both long- and short-range goals.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, interpreting & evaluating human resource regulations, procedures, methods, practices, or techniques to develop options, recommendations, or decisions AND conducting studies of manpower issues impacting an agency (e.g., organization structure, authorizations, end-strength, staffing requirements).
