This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position can be filled at the WG-08 or WG-10 level commensurate with applicants experience. If selected at the WG-08 level, you may be non-competitively promoted to the WG-10 level after meeting eligibility and requirements.

Duties

Under supervision of the Head Dam Operator, the maintenance staff operates and maintains a flood control dam. Remove debris and trash from trash rack. Mow grass and trims shrubs, brush and trees. Make minor repairs to roads and embankments involving grading with tractor and with hand tools. Inspect dam and appurtenant structures and equipment using standard inspection checklists. Drive gasoline or diesel powered truck and/or dump trucks with gross vehicle weights of up to 26,000 pounds or less, capable of carrying loads weighing 4 tons or less. Transport personnel and equipment and hauls trash, debris, etc. over varying terrain on public roads/highways in all types of traffic and weather. Service and make on the spot repairs to tractors, mowers, trucks, and all mechanical equipment utilized. Collect precipitation data, temperature and stream flow data, make gage readings pertaining to water storage and performs related calculations. Report weather information and operating data to the District Office and Northern Area Manager in accordance with established schedules. Receive visitors at the dam site, explaining the dam's function and operations, conducting information tours of the facilities, and distributing prepared handouts and answers visitor questions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May require travel up to 5% of business related travel.
  • Must undergo and pass a pre-employment physical; then biennially thereafter.
  • Must be able to lift 50 lbs.
  • Must possess or obtain and maintain a valid State Issued Driver's License within 3 months of employment date.
  • Must possess or be willing and able to maintain a valid boat (State and USACE) operator’s license within 12 months of employment date.
  • Must possess or be able to obtain and maintain an active Cardiopulmonary Resuscitation (CPR) Certification. within 12 months of employment date.
  • Must possess or be able to obtain and maintain an active First Aid Certification within 12 months of employment date.
  • Must be able to work in adverse weather conditions (e.g., heat, cold, rain, wind, snow, etc).
  • Must use personal protective equipment provided by the employer.
  • Must be able to work evenings, weekends, holidays, depending on the needs of the project to which you are assigned or during special situations.
  • Wearing of prescribed maintenance uniform is required.
  • Candidate selected for this position must pass a drug and alcohol test before assignment to the position and once assigned, is subject to unannounced random drug and alcohol testing.
  • May be required to serve a 1 year probationary period.

Exerts extra effort to maintain balance and position at controls of tractor and exerts extra effort to turn the larger and heavier vehicles and to operate the additional controls of heavier motor vehicles. Stands, stoops, bends, kneels, climbs and works in tiring and uncomfortable positions. Works on scaffolds and ladders, which requires work overhead or in stretched, cramped, or awkward positions. Exerts very heavy physical effort frequently lifting and moving objects weighing over 50 pounds, pushing heavy loads and operating heavy hand-held equipment. WORKING CONDITIONS at the WG-08 Level: Works outdoors in all weather conditions, including periods of extreme heat and cold and inclement weather. Subject to injury from lifting and handling heavy materials and equipment, discomfort from noise and vibration of equipment, and hazards associated with operating vehicles and equipment, applying herbicides, and performing duties in the vicinity of flood control projects (dirt, fumes, cuts, bruises, falls, broken bones and drowning). PHYSICAL EFFORT at the WG-10 level: Requires constant arm and leg movement and reaching, bending, and turning to operate hand and foot controls when driving tractor or motor vehicle. Exerts effort to maintain balance and position at controls of tractor. Stands, stoops, bends, kneels, climbs and works in tiring and uncomfortable positions. Works on scaffolds and ladders, which require work overhead or in stretched, cramped, or awkward positions. Exerts heavy physical effort frequently lifting and moving objects weighing over 50 pounds, pushing heavy loads, and operating heavy hand-held equipment. WORKING CONDITIONS at the WG-10 level: Works indoors and outdoors in all weather conditions including periods of extreme heat and cold, and inclement weather. Subject to cuts and bruises, electric shock, and falls from ladders; injury from lifting and handling heavy materials and equipment; discomfort from noise, fumes, and vibrations of equipment; and a variety of hazards associated with operating vehicles and equipment, applying pesticides, and performing duties in the vicinity of flood control projects.
