Duties

WHAT IS THE TRANSFORMATION & STRATEGY OFFICE (TO)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions These vacancies will be filled in the following locations: Transformation Strategy Office/Strategic Integration, Transformation Office 1, Transformation Office 2, Transformation Office 3. The following are the duties of this position at the full working level. Creates and uses program evaluation methodology to improve the success of the IRA objective and underlying projects. Uses qualitative and quantitative techniques or cost-benefit analysis methods to conduct in-depth analyses of project data to measure the effectiveness, efficiency, and productivity of administrative and technical project teams in achieving project goals and examine the possible impacts of not achieving project goals. Analyzes data and findings. Identifies problem areas/trends. Uses creativity and ingenuity to develop new insights into situations, apply innovative solutions to problems, and make recommendations on the best approach for addressing and resolving issues. Designs new methods where established methods and procedures are ineffective, inapplicable, or unavailable. Leads projects in support of transformation objectives. Examines policy issues with a long-term perspective. Analyzes reports of the objective portfolio to identify areas of opportunity, risk, and integration points (e.g., dependencies, stakeholder impacts, etc.). Establishes criteria and formulates project plans for evaluating issues. Identifies project goals, develops schedules to deliver on goals, sets priorities, and determines resource requirements. Coordinates with project team members located in other organizations throughout the agency to accomplish goals. Identifies project documentation requirements or procedures. Monitors the progress of project activities and resources to mitigate risk and evaluate outcomes. Develops initiatives to optimize project performance. Provides recommendations for new projects and opportunities to accelerate progress. Partners with Initiative and Projects Leads to ensure the success of transformation objectives, and coordinate impacts with stakeholders. Ensures that projects adhere to reporting requirements of TSO through examination of reports submitted by Initiative and Project Leads. Develops, modifies, or provides input to project plans. Implements processes to support entry of project data. Supports TSO leadership with advocating for objective resourcing, as needed, by providing justification in the form of business cases and reports related to the effort. Advises Initiative and Project Leads on program management practices to support outcome delivery and ensure quality of project delivery. Develops strategic plans, transformation objective-specific guidance, or recommendations based on evolving conditions (e.g., changes in leadership direction or prioritization, legislation, new policies). Identifies rules, principles, or relationships that explain facts, data, or other information. Analyzes information and makes correct inferences or draws accurate conclusions. Coordinates with impacted stakeholders to manage changes. Prepares comprehensive reports to keep managers and executives advised of objective strategies, plans, and progress. Gives presentations to leaders to communicate findings, recommendations, and contingency plans. Resolves any relationship problems or conflicts that impede progress. Ensures that all involved parties work effectively toward timely completion of projects.

Requirements

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience performing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to serve as an advisor to management; experience applying management principles and processes to perform project/program management duties and coordinating program objectives and outcomes. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
